Mahbubnagar and Malkajgiri — two Lok Sabha seats Revanth Reddy will be keen on winning for the Congress

Fresh off a resounding victory in the 2023 Assembly elections, the Congress is hoping to win 14 out of Telangana’s 17 Lok Sabha seats in the forthcoming parliamentary elections scheduled to be held on May 13.

While the party is sitting pretty in at least eight to nine seats, two seats in particular — Mahbubnagar and Malkajgiri — will be two ‘must-win’ seats in the eyes of the Congress leadership, given the close connection that Chief Minister and Telangana Pradesh Congress Committee (TPCC) president A. Revanth Reddy has with these constituencies.

While Mahabubnagar is Mr. Revanth Reddy’s native district and from where he started his political career, first winning as a Zilla Parishad Territorial Constituency (ZPTC), the Malkajgiri seat is also of significance for him as he had held this seat till being elected as Chief Minister in 2023. A victory for the party in both these seats will further stamp his authority on the party, as it is Mr. Revanth Reddy’s influence and popularity that is expected to draw votes, rather than the candidates themselves.

Death and distress in Bengal’s Dooars tea gardens

Based in the Dooars, the ‘door’ to Bhutan, ranging between 90 metres and 1,500 metres above sea level, is a blue-sky, green-hill, flowing-rivulet remote area that people from around flock to, for a break. The region is different from Darjeeling — the other tea-growing area of Bengal that is cooler, wetter, more misty — with the tea itself tasting different. The Dooar brew is bright, smooth, and full-bodied, lighter than Assam, unlike Darjeeling’s GI-protected soft, smoky liquor.

“This year, 2024, marks 150 years of tea production in the Dooars area, as the first tea plantations in the region were set up in 1874, a few decades after Darjeeling,” says Bijoy Gopal Chakraborty, the president of the Confederation of Indian Small Tea Growers Associations, a tea trader based in the Dooars.

As per the Paschim Banga Cha Majoor Samity (PBCMS), a trade union representing tea estate workers, of the 150 big tea gardens, 18 (12 in Alipurduar and six in Jalpaiguri) are closed. The Tea Board of India statistics say that the annual production of tea from West Bengal in 2023 was 422 million kg, 54.5% of which was produced from the Dooars.

Fact-checking the ‘Muslim League Manifesto’ claim against Congress

In the heat of the electoral battle between the NDA and INDIA blocs, a post critical of the Congress manifesto has gone viral on social media. Shared by an official account of the BJP, it lists several alleged manifesto promises that appear to benefit Muslims in particular and asks whether the Congress manifesto is a ‘Muslim League Manifesto’.

Among the claims made in the post are hijab enforcement in educational institutions, wealth distribution to Muslims and special reservations for the community. But The Hindu found no specific mention of Muslims in the Congress manifesto.

Under the ‘Religious and Linguistic Minorities’ section of the manifesto, the Congress says it will “respect and uphold the fundamental right to practice one’s faith and the rights guaranteed to religious minorities” under the Constitution.

It also says it will “ensure that, like every citizen, minorities have the freedom of choice of dress, food, language and personal laws”. However, it does not refer to any particular religious community, nor does it talk about enforcing the hijab.

26 officials suspended, around 1,700 voters boycott polling in East Tripura

Around 81% voters exercised their franchise in the East Tripura Lok Sabha constituency on April 26 amid complaints of irregularities and misconduct.

According to the Chief Electoral Officer Puneet Agarwal, the scrutiny of the EVMs will be conducted on April 27 which will eventually help the poll authorities to ascertain the final turnout which is expected to rise.

“In two polling stations, people boycotted the elections in display of their grievances. They were concerned about the decrepit condition of roads and the lack of development in their areas which is why they had boycotted the elections. As soon as the Election Commission came to know about the grievances of the locals, officials of the local areas tried to convince them but we also have to respect their decision,” said Mr. Agarwal.

Understanding how Muslims get reservations in India

Several Muslim communities are entitled to the OBC reservation at the central and State levels. This stems from Article 16(4) of the Constitution, which guarantees reservations for a “backward class of citizens, which in the opinion of the State, is not adequately represented in the services under the State.” The third Backward Class Commission headed by Justice O. Chinnappa Reddy in its report categorised Muslims as “educationally and socially backward” and further concluded that the economic plight of Muslims is close to that of the SCs in many educational parameters. Accordingly, it recommended exclusive educational reservation for Muslims under Article 15 (4) of the Constitution. In 2006, the Justice Sachar Committee report arrived at similar conclusions.

Importantly, OBC reservations exclude the “creamy layer” (₹8 lakh annual income or more) — members of backward classes who are better off socially, educationally or economically. This means socially progressive and affluent Muslims are not entitled to this benefit. The quota also differs from State to State.
