In a heated debate on the rape and murder of 25-year-old veterinarian in Hyderabad, Rajya Sabha member from Samajwadi Party Jaya Bachchan demanded public lynching for the four accused.
Ms. Bachchan said that in some countries justice is delivered by the public for such incidents. “I know, it's a little harsh, but, I think these kind of people need to be brought out in public and lynched,” she said.
DMK MP P. Wilson went a step ahead demanded that the government should bring a law to castrate convicted rapist.
“The courts should be empowered to surgically and chemically castrate convicted rapists before they are released from jails so as to check repeat offenders,” Mr Wilson said. He added that the list of sexual offenders should be made public.
His colleague from Tamil Nadu and AIADMK leader Vijila Sathyanath called for immediate justice demanding that the four accused should be hanged before December 31.
The members in unison asked for death penalty for the accused and speedy trial.
Four men, all lorry workers, aged between 20 and 24, were arrested on November 29 on charges of raping and killing the woman and had been sent to judicial custody for 14 days on Saturday.
Chairman M. Venkaiah Naidu rejected adjournment motions on the gang rape and murder of a young woman veterinarian in Hyderabad but allowed members to make brief mentions on the same and other such incidents elsewhere in the country.
Mohd. Ali Khan of the Congress wanted timelines be set for trial of accused in fast track courts and the accused not be given an religious colour. The accused in the Hyderabad incident belong to different religions and not one, he said.
Akali Dal MP Naresh Gujaral rued that “fear of law” is gone. The debate saw Communist Party of India which usually opposes death penalty demand one of the accused.. “I do not believe in death penalty but these accused should be hanged for such a heinous crime,” CPI MP Binoy Viswam said.
The debate also saw Mr. Naidu questioning the mercy petition system in such cases. “Can any one think of giving mercy to such people? We should think about change in our legal and judicial system,”Mr. Naidu said in his concluding remarks. He also sough a revisit on laws treating juvenile accused lightly. “A person who does such heinous crime can't be dismissed as a juvenile,” Mr Naidu added.
