Jammu and Kashmir State Human Rights Commission (SHRC) chairman Juctice Bilal Nazki on Monday directed the State government to provide ₹10 lakh as compensation to the civilian used as a 'human shield' by the Army earlier this year.
"The State government should provide ₹10 lakh compensation to the victim, Farooq Ahmad Dar," the SHRC observed.
The SHRC, however, refused to direct the Army in the case, saying: "it does not have jurisdiction over the Army."
Mr. Dar was tied to the bonnet of an Army vehicle and taken around through several villages on April 9 in Budgam during the bypoll to the parliamentary seat of Srinagar.
The incident elicited sharp reactions from the civil society but the Army backed the Major involved in the case.
