For the first time after the UGC withdrew its recognition to some courses run by the KSOU, Chief Minister Siddaramaiah on Tuesday said the government will examine the suggestion to bring in an amendment to the Karnataka State Open University (KSOU) Act, 1992.
Mr. Siddaramaiah’s announcement comes at a time when the Department of Higher Education, Ministry of Human Resource Development (MHRD), New Delhi, had specifically sought deletion of the provision made under Section 3 (2) of the Act that permits the KSOU to open study centres outside Karnataka.
In a letter to Bharat Lal Meena, Principal Secretary, Higher Education, on May 26, 2015,
MHRD Joint Secretary S.P. Goyal had said the KSOU had defamed the open distance learning system of the country by literally becoming a “degree-mill” in the eyes of the public and other stakeholders, by offering programmes without valid approval from the regulatory bodies.
