Private layout sites will not be registered till infrastructure works are completed

Several people are unable to build houses due to absence of basic amenities

In view of complaints about the absence of infrastructure in private layouts, the State government has decided to disallow private developers from selling the sites till the work on providing amenities as per the approved plan is completed.

Urban development authorities across the State, including the Mysuru Urban Development Authority (MUDA), used to release 40 per cent of the sites soon after the layout plan is approved and the remaining 60 per cent in two instalments of 30 per cent each depending on the progress of work.

But, several people, who purchased sites in the private layouts, were unable to build houses due to the absence of basic amenities such as road, electricity, drinking water, underground drainage and roadside drains.

Rules amended

Taking cognizance of the complaints, the State government amended the rules pertaining to Karnataka Town and Country Planning Act and Karnataka Urban Development Authorities Act, prohibiting urban local bodies from releasing a portion of the sites for registration even before the infrastructure work on the layout is completed, MUDA chairman K.R. Mohan Kumar told The Hindu .

“Henceforth, not a single site in private layouts will be released till all the infrastructure work is completed. The MUDA will carry out an inspection after all the infrastructure work in the layout is completed and issue orders for release of the sites for registration on satisfactory completion of work,” he said. The urban local bodies used to release sites in phases to facilitate the developers to raise funds for completion of infrastructure works.

“Soon after the plan is approved, 40 per cent of the sites were released. For the remaining 60 per cent of the sites, we used to provide them a check-list for completing various works in stages and release them in two instalments of 30 per cent each.”

The works included installing transformers and poles before running the electricity, completing the water works, asphalting the roads etc.

Before releasing sites in the ratio of 40:30:30, which began in 2011, the urban development authorities were releasing sites in the ratio of 60:40 before and after completion of the infrastructure works.
