‘My elevation to post of Karnataka Council Chairman proves honest work pays’

The choice of K. Prathapchandra Shetty from coastal Karnataka for the post of Chairman of the Legislative Council came as a surprise to many and set off a political storm, with the other aspirants expressing their anger and disappointment. Though he has not been in the forefront of politics in recent days, Mr. Shetty has four decades of experience. In his late 60s now, he is a four-time MLA and three-time MLC. A loyal Congressman and a non-controversial figure, he first entered the Assembly in 1983 and the Council in 2003.

Mr. Shetty spoke to The Hindu in Belagavi after his election as Council Chairperson. Excerpts:

You were not in the race to get the post of Chairman, so under what circumstances were you fielded?

It was inevitable for my party to field me. It was binding on the party to recognise my 35 years of work. That is how I see it.

But your choice became a controversy within the ruling coalition. What do you have to say about that?

The competitors in the race for the post of Chairman had enjoyed one or the other post earlier. I did not bargain for the post, though many leaders junior to me have enjoyed such posts earlier. The choice came naturally. It has also sent out a message to party workers.

And what is that message?

That if one works honestly on party principles, it pays eventually. It will be recognised one day or the other. Seniority will count. One should not crave for power.

What is your biggest challenge as Legislative Council Chairman?

Managing time while conducting the proceedings of the House meaningfully. For example, Question Hour should not exceed one hour. It goes up to three hours now. If the rules relating to the conduct of the House are strictly followed, everything falls in line. The secretary of the Council has been instructed to adhere to the rules.

How is it that all the three key positions in the Council are now occupied by politicians from coastal Karnataka?

It is just a coincidence. There is nothing more to it.
