Fraser says: He and other members of the Indo-British Association do not agree wholly with the unfavourable views on the reform scheme expressed by some speakers at a recent meeting of the Association. He is of opinion that the guarantees for peaceable and righteous Government are in general adequate but the preliminary work of the Provincial Governments must be awaited before a final judgment can be pronounced.
