Police probing cheque received by HRD Ministry

A Jharkhand resident has sent a cheque for Rs.1 lakh to Union Human Resource Development Minister Kapil Sibal, seeking appointment as registrar or deputy registrar at the Central University in the State.

In a letter to Delhi Police Commissioner B.K. Gupta, HRD Ministry's Chief Vigilance Officer Amit Khare reported that an envelope addressed to the Minister containing a cheque for Rs.1 lakh dated August 26 had been received, along with a letter. The letter has purportedly been written by one Om Prakash, a resident of Dhurwa in Ranchi, for his appointment to the post of registrar/deputy registrar at the Central University in Jharkhand.

The cheque drawn on Canara Bank was payable to the HRD Ministry. “It appears from the letter that the cheque has been used as an inducement to get a favour. All the papers, including the cheque, are enclosed in original. This matter has been viewed very seriously by the Ministry. It is requested that a First Information Report may please be lodged immediately and the matter investigated,” said the Joint Secretary in a letter to the Police Commissioner dated August 24.

Based on the complaint, a case under Section 12 of the Prevention of Corruption Act has been registered at the Parliament Street police station. The police have formed a team to investigate the matter. It is learnt that the team would soon visit Ranchi to verify the authenticity of the cheque and track down the accused, Om Prakash.
