The Congress party in Goa on Thursday filed a complaint with city police against Pramod Muthalik — chief of Sri Rama Sene, a right wing Hindu outfit — for his address before the delegates of All India Hindu Janajagaruti Samiti in June last year, allegedly inciting communal passions.

The complaint was filed by Mr. Durgadas Kamat, Organising Secretary and Spokesperson of Goa Pradesh Congress Committee (GPCC) and three others on Thursday. Along with the complaint, they attached the links to videos wherein Mr. Muthalik, inter alia, gave a clarion call urging all the Hindus to arm themselves with swords. He also allegedly suggested that weapons can be kept in the house under the garb of religious articles.

The intention of the speech was to create and promote enmity between Hindus and the religious minorities, said the complaint and since the authorities had so far not acted suo motu in this matter, the complainants have filed the FIR requesting the police to investigate it promptly.

The complaint also urges the police to register complaint under Sections 153, 153-A, 295A, 505(2) of the Indian Penal Code and under Section 66A and 66 F of the Information Technology Act.

The Congress complaint comes in the wake of a statement made by Chief Minister Manohar Parrikar at his press briefing on Wednesday where he racketed Gujarat-based Jesuit priest Cedric Prakash with Mr. Muthalik accusing both of spreading communal falsehoods and, in reply to a question stated that the police would have taken action if someone had filed a police complaint against alleged public statements inciting communal hatred, purportedly made by Mr. Muthalik last year in Goa.
