The State Police Chief has ordered an audit of the files in the top secret/confidential section (T Section) at the Police Headquarters following allegations that sensitive files have gone missing since Tomin J. Thachankary took charge as Additional Director General of Police, Headquarters, an additional affidavit filed by the government in the Kerala High Court says.
The court had directed the government to file a fresh affidavit after expressing its dissatisfaction with an earlier affidavit filed by the government on the posting of Mr. Thachankary at the headquarters.
The court passed the order when a public interest writ petition against the transfers of top police officials came up for hearing.
The government also added that the State Police Chief had already reported that no files were missing from the T Section as per his information. However, he had ordered auditing of the files at the section.
The government said it had got a letter from Mr. Thachankary alleging that former State Police Chief T.P. Senkumar had misbehaved with him and tried to manhandle him in the presence of the Inspector General of police (Headquarters).
Mr. Senkumar had also sent a letter to the Additional Chief Secretary, Home and Vigilance, saying that Mr. Thachankary had prevailed upon the civil staff personnel at the section and taken away copies of the files relating to inquiries against him. Both the issues were being examined by the government.
The government further said as ADGP, Headquarters, Mr. Thachankary did not deal with the Vigilance and Anti-Corruption Bureau (VACB). Therefore, he could not interfere with the investigation or the conduct of the case against him pending before the Muvattupuzha Vigilance court.
Additional Legal Advisor, VACB, Muvattupuzha, was making earnest efforts to expedite the proceedings of the case.
As for the allegations against Mr. Thachankary while he was the Transport Commissioner, the government said the Vigilance Director had given a directive to complete the investigation expeditiously. His continuance in service in a different post would not impede or adversely affect the ongoing investigation against him, the government pointed out.
