The announcement of university status for the Kerala Institute of Local Administration (KILA) with facilities for research in local self governance is the main project for the district in the State budget. The budget has earmarked Rs. 20 crore for developing the institute into a university.
Thrissur will get a district industrial centre to encourage traditional industries including handloom, handicrafts and coir. An amount of Rs. 2 crore has been earmarked for the centres, which will be started in Alappuzha and Thrissur districts in the current financial year.
The budget has offered a cyber police station for Thrissur. An amount of Rs. 2.30 crore has been earmarked for the development of the State Excise Academy and Research Centre functioning in Thrissur.

Janani Kendras for infertility treatment will be set up in all medical colleges. An amount of Rs. 5 crore has been earmarked for it. The budget has announced a civil service training centre at Aloor. This is a recognition for the academic excellence of the district.
The Regional Institute of Physical Medicine and Rehabilitation at Kallettumkara will be raised as a national-level institution with research facilities. Rs. 5 crore has been earmarked for it. A new children’s home will be built in Thrissur at Rs. 1 crore.
A Yathri Nivas will be set up under Tourism Department in Gurvayur. The government is planning to start a medical-accident insurance scheme for performing artists under the Kerala Sangeeta Nataka Akademi. Fifty per cent of the fund will be given by the government.
The budget has earmarked Rs. 16.25 crore for the development of zoos and museums. It gives hope for the district’s proposed zoological park at Puthur.
Joseph Alappat, former vice-chairman of the Coconut Development Board, welcomed the budget that earmarked Rs. 75 crore for the development of the coconut sector. He urged the government to allot a sizeable amount for popularising neera, another possible income source of coconut farmers.
