Amid commotion and dharna by BJP members in the well of the House seeking resignation of Ministers K.G. George and Vinay Kulkarni, the Legislative Council on Friday approved two bills and referred one bill to the Select Committee.
When the House resumed the proceedings after a 10-minute adjournment, Chairman of Legislative Council D.H. Shankarmurthy mentioned that many members wanted to deliberate on the Karnataka State Universities Bill, 2017 and he would suggest the Council to refer the matter to the Joint Select Committee for perusal.
Although Higher Education Minister Basavaraj Rayaraddi offered to hold a meeting of all the Council members to discuss the issue, JD(S) and BJP members suggested referring the Bill to the Select Committee. Following subsequent acceptance by the House, Mr. Shankarmurthy announced that the Bill would be referred to the Committee.
Meanwhile amidst din by the BJP members who rushed to the well of the House, the Chairman allowed Revenue Minister Kagodu Thimmappa to table The Karnataka Land Revenue (Third Amendment) Bill, 2017 and The Karnataka Land Revenue (Fourth Amendment) Bill, 2017. Both were passed by the Council amid continued protest by the BJP members.
The Third Amendment Bill is meant for allowing regularisation of unauthorised construction of dwelling houses on govrnment lands by extending the cut-of date from first day of January 2012 to first day of January 2015.
And the Fourth Amendment Bill is meant to facilitate regularisation of unauthorised construction of a dwelling house along with the land appurtenant thereto in a land belong to the government in unrecorded habitations like Lambani Tanda, Gollarahatti, Vaddarahatti, Kurubarahatti, Nayakarahatti, Majare, Grama, Hadi, Doddi, Palya, Camp, Colony or any other group of houses identified as such by the State government falling within a existing revenue village or to be amalgamated or converted into a village subject to such conditions as may be prescribed.
The continued uproar did not allow Minister for Kannada and Culture Umashree to table the Chalukya Heritage Area Management Authority Bill, 2017, which was listed in the agenda.
