: The State Reorganisation Cell of Andhra Pradesh has commenced the exercise to collect data related to assets and liabilities of Schedule X institutions in the combined State so that they could be shared between the successor States of Andhra Pradesh and Telangana.
Under the Andhra Pradesh State Reorganisation Act, 2014, institutions were listed under the Schedule IX and X that were common to both the States. Subsequently, the Sheela Bhide Committee was entrusted with the division of assets and liabilities of Schedule IX institutions.
However with regard to Schedule X institutions, no committee was appointed and Telangana State took a stand that as the Schedule X institutions were located in their geographical territory they would belong to them though services of these institutions could be extended to Andhra Pradesh.

Andhra Pradesh, on the other hand, represented that Schedule X institutions should be managed jointly and their assets be also shared between the two States on the basis of population. After the controversy over the taking over of AP State Council for Higher Education assets by the Telangana government, a case was filed in the Supreme Court by the AP government and the apex court noted that the assets would have to be shared between the two States.
It also directed the Centre to constitute a committee to look into the division of Schedule X institutions. Against this background, the Joint Secretary, Home Affairs, GoI, called for a meeting of the State Reorganisation Cell secretaries and Resident Commissioners of both the States for a meeting in New Delhi on June 21.
Sources said that of the 142 Schedule X institutions, including the AP Police Academy, the AP Forest Academy, Acharya N.G. Ranga Agricultural University, the SR Cell of AP collected the data related to 40 institutions.
At Thursday’s meeting with various institutions, it collected details related to another 25 institutions. Another meeting is scheduled for June 18.
As the Telangana government is not sharing the details, various departments connected to these institutions in Andhra are on the job, they said.
