Despite opposition, Centre to go ahead with provisional allotment

Notwithstanding the tough stand taken by the Telangana employees’ associations to allot only native employees to T-State, the Union Government would go ahead with their provisional allotment to the new State well before the appointed day on June 2.

A team of officials led by Finance Secretary P.V. Ramesh went to New Delhi on Tuesday and submitted the list of State-level posts divided between the Telangana and residuary AP on the population ratio of 48.68:58.32 and the list of employees working in those posts as per the approved guidelines by the Centre. The Department of Personnel and Training has forwarded the list to the Prime Minister’s Office for clearance. “Once approved, the Centre will issue ‘orders to serve’ in Telangana to the employees of united Andhra Pradesh on the basis of local status. The orders are most likely to be issued on May 29,” a senior official said from Delhi. In the process of division of posts between the two States, some T-employees who were in surplus in some departments were allotted to the posts in Andhra government and vice-versa. Also, some Seemandhra employees on the basis of their local status, (who studied in Telangana for four consecutive years from class IV to X) were allotted to work under Telangana government. Both these aspects were being opposed by the Telangana employees.

However, officials maintained that this was only a temporary allotment to have employees in place in the Telangana Secretariat and Head of Departments before the appointed day. A grievance redressal cell would be set up to address any genuine complaints related to local status of few employees, they said.

Meanwhile, the State Advisory Committee headed by C.R. Kamalnathan with Chief Secretary P.K. Mohanty, senior State and Central government officials met in Delhi on Wednesday to evolve guidelines for final allocation of State-level employees between the two States.

A second round of meeting would be held in June second week.
