5-point charter for district to meet challenges in 2017

Finding a solution to city’s traffic woes part of district administration’s agenda

The district administration has drawn up a five-point operative charter for the New Year to meet challenging tasks ahead.

The charter includes finding a holistic solution to the city’s traffic woes, technology-based intervention in governance, focus on key development projects, enhancing green cover and launching a comprehensive child-safe Ernakulam campaign.

Interacting with The Hindu at the camp office on Friday, District Collector K. Mohammed Y. Safirulla said the district administration was gearing up for technology infusion to bring relief to commoners.

Technology infusion

“The portal for facilitating online transfer of registry and payment of land tax, to root out one of the lucrative avenues of corruption, will be launched in a couple of months. The complete shift to online transfer of registry will be done initially in 73 out of 126 villages in the district where resurvey has been completed,” he said.

Another technology initiative, e-office, will be rolled out in a phased manned over the next three months. It will initially cover the Collectorate followed by revenue divisional offices and taluk offices. The tender process and hardware installation are over and the project is ready for execution. “It will help fix accountability in addressing people’s petitions and is likely to reduce the delay in action by 50 to 60 per cent,” Mr. Safirulla said.

Traffic problems

The district administration is looking at finding a holistic solution to the city’s traffic problems, ranging from absence of good roads and rash driving to pedestrian hardships alongside a campaign for responsible driving.

Child-safe Ernakulam

The district administration is set to launch a holistic programme for child-safe Ernakulam, whereby children aged below 14 years will be taken care of by identifying disabilities, including learning disabilities, at an early stage.

“Intervention through 150-odd orphanages and child care institutions in the district will also be made to ensure that inmates there are not deprived of a normal childhood,” Mr. Safirulla said.

Development projects

Priority will be given to key development projects like Kochi Metro, Smart City and Haritha Keralam while land acquisition will be another focus area of the Ernakulam administration.

Green cover

The district administration proposes to leverage the Haritha Keralam project to overcome the challenge posed by nearly 35 per cent rain deficiency in Ernakulam this year.

“This is an opportune time to increase green cover, rejuvenate water bodies, bring more fallow land under cultivation and launch sanitation campaigns. The projects launched by the previous Collector like Ente Kulam Ernakulam and Padikkaam Padippikkam will continue and will be funded through corporate social responsibility initiatives,” Mr. Safirulla said.
