Kamalnathan Committee has completed the tentative allocation of State level employees in all the 153 units between the two Telugu States under the State Reorganisation Act, 2014.
Of the 153 units, final allocation has been completed and notified in 147 units by the Department of Personnel and Training, GoI. Given the air of suspicion soon after bifurcation of Andhra Pradesh, and the demand to allocate employees based on their nativity in violation of guidelines approved by the Centre, the committee managed to take every one on board by working out consensus with the Chief Secretaries of both States.
“The process of receiving objections has started in the last six units where tentative allocation was notified for Medical Education, Director, Health, Engineer-in-Chief, Public Health, SPF, Ayush and DGP establishment to make final allocation. The Committee will be completing the mandate given to it by the GoI by July-end,” sources said.
Seniority issues
The process was delayed for a while due to bitter seniority issues among the cadre of Deputy Collectors, DSPs, and Law department, Section Officers and Assistant Section Officers and court injunctions staying allotments. There is a court stay yet over the tentative allocation of Deputy Collectors.
Sources said that there was much scepticism when the process of distribution of posts and employees began, given the experience of three reorganised States — Jharkhand, Chattisgarh and Uttarakhand — where employees’ allocation left issues unresolved issues even 15 years after the process.
However the State Advisory Committee Chairman Kamalanathan foresaw likely problems and dealt with them beginning with the guidelines for the allotment. Another factor that helped in the smooth process of employees allocation was emphasis laid by the Chairman on consensus and transparency at every stage, even while receiving objections once the tentative allocation was notified, sources said.
Once the guidelines were approved, they were converted into algorithms for the computer to allocate the employees without manual intervention. The HoDs were given responsibility to enter factual data. Another feature of AP’s employees staff bifurcation process was high level use of technology, capturing the mobile number of all the 57,000 employees, allocating them user ID and login to give their options. The committee also insisted on online representations on posts, allocations, remarks of Head of Departments to bring in transparency.
