The man accused of raping a five-year-old girl inside an east Delhi school on September 9 had unrestricted access to the whole premises and had not undergone police verification despite working there for over two years, a magisterial inquiry into the incident has found.
The accused, Vikas Kumar, who worked as a peon in the school, allegedly raped the Class I student.
On Monday, the State government said in a statement that the inquiry conducted by sub-divisional magistrate of Vivek Vihar had found “six major lapses” in the Gandhi Nagar school where the incident occurred.
The report was submitted to the Revenue Department, and was forwarded to Deputy Chief Minister and Education Minister Manish Sisodia for further action.
Being a primary school recognised by the East Delhi Municipal Corporation, any action regarding its recognition would have to be taken by the civic body.
No background check
Though the accused had worked at the school for two-and-half-years, the SDM found that he did not appear to have a formal appointment letter. The accused had also not undergone any background check or police verification.
The inquiry found that CCTV cameras did not cover the whole school building. The classroom where the incident took place “should have been locked” after the nursery class timings.
