The State government, based on the proposal made in the 73rd meeting of the Sports Authority of Andhra Pradesh Board, issued a Government Order (G.O. Ms. No.1) integrating three departments — Sports Authority of Andhra Pradesh, Commissionerate of Youth Services and Andhra Pradesh Society for Training and Employment Promotion (APSTEP) under one roof, both at the district and at the State-level.

The government, after examination of the proposal, considered that the merger had greater scope for convergence and optimal utilisation of manpower available at the district level. “Further, there will be great impact in service delivery as there is a symbiotic relationship between these organisations at the district-level. Consequently, physical distance between organisations will be nullified,” the release said.

The government, has ordered merger of SAAP and STEP at the district level to work under one roof with effect from February 1.

“Hereafter, District Sports Authority will merge with the district units of STEP and will work under one roof under the administrative control of Chief Executive Officer of STEP. SAAP Managing Director will nominate a senior coach in every district as chief coach in the merged entity and he will assist all sports related activities. STEP CEO shall consult the chief coach in sports related matters,”a press releae said.

The release said that all the proposals and correspondence of STEP related either to youth advancement or sports should be submitted either to the Special Commissioner of Youth Advancement & MD, APSTEP or the Vice Chairman and Managing Director, SAAP by the CEO, STEP of the district concerned.

All the bank accounts will be operated by CEO STEP under overall instructions and supervision of the District Collector, who is also the chairman of District Sports Authority (DSA).
