SC-appointed committee to invite options from all staff members

The Supreme Court-appointed one-man committee on bifurcation of 12,000 employees of power utilities in Telangana and Andhra Pradesh here on Wednesday released modalities for allocation of the staff, mainly giving the entire workforce the liberty to express their option on the States that they preferred to work.

The committee headed by retired judge D. M. Dharmadhikari was constituted in November last year as the bifurcation of power staff in combined Andhra Pradesh remained unresolved since the formation of Telangana and the issue went up to the apex court.

The committee also constituted a two-member sub-committee comprising Director (Human Resource) of Telangana S. Ashok Kumar and his Andhra Pradesh counterpart G. Adinarayana to submit a report within 30 days giving its recommendation on bifurcation of staff based on the options, home district and sanctioned posts in the power utilities in both States. The options given by employees must specify the grounds for their preference. The modalities stated that all identified allocable employees in power utilities of united Andhra Pradesh, including the 1,157 unilaterally relieved by Telangana as they were of AP origin and the 514 unilaterally allowed to join by Telangana as it was their home State, will be considered for final allocation to the two States on “as is where is basis” on the appointed day of bifurcation — June 2, 2014.

The allocation of employees of the two States would be power utility-wise i.e. Generation and Transmission Corporations and Distribution Companies in proportion to the posts sanctioned in each power utility. The allocable employees would, as far as possible, after consideration of their options, be adjusted in the State in which their home district falls.

The allocation list after preparation will be displayed on the notice board of the headquarters of each power utility and also put on the website and other electronic sites for information of employees. The employees may make their written representation within three weeks of the date of the notice for proposed allocation. The SC and ST employees shall, as far as possible, be allotted to the appropriate company in the States in which they are notified.

Separate guidelines

The committee issued separate guidelines for spouse cases, considered for the State to which both of them were native. In case one of them was employed in power utilities and the other elsewhere, they should be considered on case-to-case basis. The Telangnana Electricity Engineers Association, led by its president N. Sivaji and the Vidyut Accounts Officers Association of Telangana led by P. Anjaiah, expressed resentment before the committee that it exceeded its scope of work by going beyond the disputed 1,157 employees and inviting options from all 12,000 employees. The modalities were largely beneficial to AP staff.
