C.R. Kamalnathan Committee, which met here on Thursday for finalising draft guidelines for distribution of State-level employees, will meet again on June 27 to resolve certain issues.
The committee, which met for the first time after the bifurcation with the Chief Secretaries of Telangana, Andhra Pradesh, GOI representative and other officials from the two successor States, also reviewed the provisional allotment of employees to Telangana and their concerns.
Sources said that while the demand from the employees is to create supernumerary posts to retain all Telangana and Seemandhra employees in their respective States, the committee believed to have discussed on what basis it should be decided.
While the Presidential Order mandated local status as those who studied for four consecutive years in a district or region, there were demands to consider nativity, domicile status. Unless the political consensus was achieved on this, it would be difficult to determine the number of surplus staff and posts to be created in each State.
The panel would also have to consider the future prospects of children of Seemandhra employees who were born in Hyderabad and thus would become non-local in Andhra Pradesh.
Another issue would be about those who were recruited to local cadre posts on merit basis in both the States. If there is a request or demand to send them to their own States, it would be in violation of the Presidential Order, sources added.
The Chief Secretaries would apparently discuss this with their Chief Ministers as it involved political concurrence.
The State Reorganisation Act said while options be given to employees to choose either of the State, it also listed parameters for considering such options.
Sources said that the draft guidelines would likely be finalised during June 27 meeting and would be published on July 1 for seeking feedback and suggestions. Then the final guidelines would be submitted to the GoI for its approval for final allocation of employees.
