Appropriation Bill to be passed on Monday

Discussion on vote-on-account budget today

The State Legislature will pass the Appropriation Bill for the next financial year with a financial outlay of ₹ 1.82 lakh crore on Monday.

Later, the Bill will be referred to the Legislative Council for passage on the same day. Opposition leader Mallu Bhattivikramarka would present his views on the Appropriation Bill followed by clarifications by Chief Minister K. Chandrasekhar Rao before the passage of the Bill.

According to the schedule finalised by the Business Advisory Committee of the Assembly, the House would take up discussion on the Vote on Account budget presented by the Chief Minister on Saturday. Two members each from the main Opposition Congress and the ruling Telangana Rashtra Samiti would present the views of their respective parties while one member each from the BJP and the MIM would participate in the discussions.

This would be followed by reply and clarifications by the Chief Minister. According to sources, CLP leader M. Bhatti Vikramarka and Congress legislator D. Sridhar Babu reportedly insisted that more members of their party should be allowed to participate in the discussion.

Qualitative debates

But Chief Minister K. Chandrasekhar Rao asked them to ensure that the two members who would be permitted to speak came prepared to the House and the Treasury Benches would not object to the duration of time they would take. Mr. Rao is learnt to have advised the Congress members against adopting confrontational attitude at the beginning of the new House and wanted them to thoroughly study the issues for ensuring qualitative debates in the Assembly.

The House would commence with the passage of condolence motions and introduction of two Bills pertaining to the Goods and Services Tax and Panchayat Raj departments to replace the Ordinances issued when the House was not in session. Discussion on the Bills would be taken up after the Chief Minister’s reply to the House on the budget and they would be passed the same day.
