Continuing its shake-up of the bureaucracy, the All India Anna Dravida Munnetra Kazhagam (AIADMK) government has effected a large-scale change of officers of the Indian Administrative Service (IAS), particularly at the level of Secretaries of various departments.
Forty-seven officers have been given new postings. On Monday, nine IAS officers were transferred.
Sheela Balakrishnan, one of the Secretaries to Chief Minister during the previous regime of the AIADMK during 2001-2006 and till now, Director of the Anna Institute of Management and Director General of Training, has been made Additional Chief Secretary (Social Welfare and Nutritious Meal Programme).
N. Sundaradevan, Commissioner of Revenue Administration, is the new Principal Secretary for Industries.
R. Kannan, Principal Secretary (Personnel and Administrative Reforms – Training) and an officer of the 1981 batch, has replaced his batchmate, K. Ganesan as Principal Secretary (Higher Education). Mr Ganesan has been appointed Managing Director of the Tamil Nadu Urban Finance and Infrastructure Development Corporation.
Principal Secretary (Food) Swaran Singh has been appointed Chairman and Managing Director of Tamil Nadu Electricity Board (TNEB) Limited in the place of C.P. Singh, who has been shifted to the Archaeology Department as Commissioner
Shiv Das Meena, Managing Director of the Tamil Nadu Medical Services Corporation, is the Secretary of the newly created Department of Special Programme Implementation. T. N. Ramanathan, Geology and Mines Commissioner, has become the Secretary of Tamil Development, Religious Endowments and Information Department.
Former Principal Secretary (Home) K. Gnanadesikan is the new Commissioner for Revenue Administration. K. Deenabandu, till recently Principal Secretary to Deputy Chief Minister, has been made Commissioner of Rehabilitation. V.K. Jeyakodi, Principal Secretary (Revenue), will now head the Tourism and Culture Department.
M. Sai Kumar, Commissioner of Sugar, is the new Secretary of Public Works Department, succeeding K. Dhanavel. Sunil Paliwal, Managing Director of the Tamil Nadu Industrial Development Corporation, has been made Commercial Taxes and Registration Secretary. Santhosh Babu, Managing Director of the Electronics Corporation of Tamil Nadu, has been posted as Principal Secretary for Information Technology.
N.S. Palaniappan, Chairman and Managing Director of the Small Industries Development Corporation, has been posted Principal Secretary (Rural Development and Panchayat Raj) in the place of K. Allaudin, who has been moved to the Small Industries Corporation.
Mr. Dhanavel, C. Umashankar and Mohan Pyare are among those officers for whom postings have not yet been given.
T.S.Sridhar, Principal Secretary/Commissioner of Archaeology and Commissioner of Museums has been transferred and posted as Micro, Small and Medium Enterprises Department in the place of M. Kutralingam. Mr. Kutralingam has been posted as Principal Secretary, Personnel and Administrative Reforms.
Rameshram Mishra, Principal Secretary, Transport Department, has been transferred as Principal Secretary, Labour and Employment Department in the place of Dr. T. Prabhakara Rao.
Dr. Shanthini Kapoor, Principal Secretary/Special Officer and Managing Director, Co-optex has been transferred and posted as Principal Secretary, Youth Welfare and Sports Development Department in the place of G. Muthusamy.
R. Rajagopal, Principal Secretary, Handlooms, Handicrafts, Textiles and Khadi Department has been posted as principal Secretary, Revenue Department.
Rajeev Ranjan, Principal Secretary, Industries Department has been transferred and posted as Principal Secretary/Commissioner of Sugar. Mr Ranjan will also function as Chairman and Managing Director, Tamil Nadu Sugar Corporation Ltd.

Phanindra Reddy, Managing Director and Chief Executive Officer, Tamil Nadu Urban Infrastructure Financial Services Ltd., and Chairman, Fourth State Finance Commission, has been posted as Secretary, Housing and Urban Development Department.
C. Muthukumaraswamy, Commissioner of Land Reforms has been posted as Secretary, Handlooms, Handicrafts, Textiles and Khadi Department. Vibhu Nayar, Project Director, Irrigated Agriculture Modernisation and Water Resources Management and Ex-officio Special Secretary, Public Works Department posted as Commissioner of Milk Production and Dairy Development and Managing Director, Tamil Nadu Cooperative Milk Producers Federation.
S. Karuthiah Pandian, Secretary, Public and Rehabilitation, has been transferred and posted as Secretary, Municipal Administration and Water Supply Department.
A.S. Jeevarathinam, Managing Director, Tamil Nadu Text Book Corporation, will be Secretary, Adi Dravidar and Tribal Welfare Department. Dr. G. Santhanam, Secretary, Highways and Minor Ports, has been transferred to the post of Secretary, Backward Classes, Most Backward Classes and Minorities Welfare Department.
Gagandeep Singh Bedi, Managing Director, Tamil Nadu Water Supply and Drainage Board, has been posted as Secretary, Animal Husbandry, Dairying and Fisheries Department in the place of M.P. Nirmala.
T.K. Ramachandran, Managing Director, Tamil Nadu News Print and Papers, has been transferred and posted as Secretary, Highways and Minor Ports Department. Chandra Prakash Singh, Principal Secretary, Chairman and Managing Director, TNEB Limited and Tamil Nadu Generation and Distribution Corporation and Chairman, Tamil Nadu Transmission Corporation has been posted as Commissioner of Archaeology. M. Mutia Kalaivanan has been made Commissioner, Hindu Religious and Charitable Endowments.

Irai Anbu, Secretary, Environment and Forests, has been posted as Secretary, Personnel and Administrative Reforms (Training) Department in the place of R. Kannan.

S.K.Prabhakar, Secretary to the then Chief Minister, has been posted as Officer on Special Duty (Relief and Rehabilitation), Tsunami Unit, Revenue Administration Department. K. Raghupathi, formerly Deputy Secretary to the then Deputy Chief Minister has been posted as Director of Rural Development (Training) in the place of Sudeep Jain. P.R. Shampath, Commissioner of Hindu Religious and Charitable Endowment Board, has been transferred and posted as State Commissioner for the Differently Abled Persons.
Susan Mathew, Additional Chief Secretary/Vice Chairperson, Chennai Metropolitan Development Authority, will be Chairperson and Managing Director of Tamil Nadu Industrial Development Corporation. The officer is designated as Additional Chief Secretary/Chairperson and Managing Director.
P.W.C. Davidar, Principal Secretary, Information Technology, will be posted in Tamil Nadu Salt Corporation as its Managing Director. Atul Anand, Commissioner of Agriculture, will be appointed Managing Director of Electronics Corporation of Tamil Nadu Ltd. Mr Anand will also function as Director and Chief Executive Officer (incharge), e-governance.
V.K. Subburaj, Principal Secretary, Health and Family Welfare Department, will be Vice-Chairman of the Science City.
K.Ganesan, Principal Secretary, Higher Education, will go to Tamil Nadu Urban Finance and Infrastructure Development Corporation as its Managing Director. He will replace Hitesh Kumar S. Makwana, who has been posted as Commissioner of Prohibition and Excise.
C.V. Sankar, formerly Project Director, National Cyclone Risk Mitigation Project, New Delhi, on reversion to the State cadre, has been appointed Managing Director of the Tamil Nadu Housing Board in the place of R. Sudalaikannan, who has been made Managing Director of the Tamil Nadu Water Supply and Drainage Board.
S. Thangaswami, Commissioner of Prohibition and Excise is the new Commissioner for Disciplinary Proceedings, Coimbatore.
K.S. Palanisami, Director of Information and Public Relations and ex officio Deputy Secretary to Government, Tamil Development, Religious Endowments and Information Department, will be the new Deputy Secretary to Government, Adi Dravidar and Tribal Welfare Department. M. Rajaram, Transport Commissioner, has been posted as Director of Information and Public Relations. He will also function as ex officio Special Secretary to Government, Tamil Development, Religious Endowments and Information Department.
The services of R.Sivakumar, Secretary to Tamil Development, Religious Endowments and Information Department are placed at the disposal of the Tamil Nadu Magnesite Limited, Salem, for appointment as its Managing Director.
