The Secretary of Department of Highways, Rajiv Ranjan, appeared before the Chief Judicial Magistrate Court here on Wednesday, in connection with the sanction order he issued to proceed in a disproportionate assets case filed against a former district registrar of Dindigul by the Directorate of Vigilance and Anti Corruption Wing police.
The prosecution said that Directorate of Vigilance and Anti-Corruption Wing police had registered a case against Anbazhagan, the then district registrar for registration (audit) in Dindigul on the charge of accumulating assets to the tune of Rs.16 lakh disproportionate to his income in 2005.
Mr. Rajiv Ranjan, who was then Inspector General of Registration and Principal Secretary to Commercial Taxes, had issued the sanction order to prosecute Mr. Anbazhagan.
He appeared before the Chief Judicial Magistrate, B. Rajavel, for the hearing in the case.
Challenging his sanction order, defence counsel M. Kannappan wanted to know whether the former IG was satisfied with the charges before issuing the sanction order. Mr. Ranjan denied Mr. Kannappan’s claim that he had issued the sanction order on the basis of charges levelled by the DV&AC Wing police. He also wanted to know if the former IG got concurrence from the minister concerned and the chief minister before issuing the order. The former IG replied that all procedures were followed. Arguments and counter-arguments went on for an hour. After hearing the arguments, the Chief Judicial Magistrate adjourned the case to June 10. The DV&AC registered a case against the former district registrar in a case of accumulating disproportionate assets to the tune of Rs.16 lakh in 2005.
