Centre proposes to give weightage to performance in foundation course

DMK working president M.K. Stalin on Sunday threatened to mobilise youth against the Centre’s proposal “to examine service selection/cadre allocation to civil service probationers after the foundation course (at Lal Bahadur Shastri National Academy of Administration in Mussoorie)”.

Presently, cadre allocation is done on the basis of marks secured in the UPSC preliminary and main examinations.

In a statement, Mr. Stalin said an order issued by Joint Secretary, Department of Personnel and Training, Vijay Kumar Singh, on the proposed system, would shatter SC/ST youth’s dreams of becoming IAS and IPS officers.

“You cannot decide the future of a student, who spent years together to clear the UPSC examination, by giving powers to a dozen supervisors in Mussoorie,” he said.

Mr. Singh’s communication said the Prime Minister’s office had decided to consider the new suggestion to examine the feasibility of giving due weightage to the performance in the foundation course and making service allocation as well as cadre allocation to All India Service Officers based on the combined score obtained in the Civil Service Examinations and the foundation course.

Urging the Centre to withdraw the proposal, Mr. Stalin said selection should be based on the Civil Service Examination.
