Prime Minister Narendra Modi on Thursday hit out at the Congress party, saying its governments in the past had not kept their promise on waiving farm loans and had only been misleading the farming community.

He was addressing Jan Abhar Rally at Dharamshala in Himachal Pradesh to mark the completion of a year of the BJP government in the hill state.

Mr. Modi alleged that Congress party had earlier deceived the ex-soldiers for years on the issue of implementing the one rank-one pension demand and now it was “fooling” the farmers on the loan waiver.

Mr. Modi said that in 2009, the Congress government waived farm loans but a report of the Comptroller and Auditor General had found that several people who were not farmers had benefited from the then Congress government’s loan waiver scheme.

“For forty years, our ex-servicemen longed for 'One Rank, One Pension',”..When our government assumed office, the entire gamut of issues and the resources required was understood. Thereafter, OROP was implemented to ensure the welfare of our ex-servicemen,” said Mr. Modi.

Mr. Modi said ever since BJP has been in power at the Centre, a check has been put on corruption and nearly ₹90,000 crore saved through Direct Benefit Transfer.

Prime Minister said that the State government was focusing on next-generation infrastructure. He said projects related to highways, railways, power, solar energy and petroleum sector were all underway in Himachal Pradesh.

The Himachal unit of the Congress, meanwhile, described the one year of BJP rule in the State as a year of failed promises, poor governance, deteriorating law and order situation and extravagance by the state government despite poor financial health of the government.

Congress leaders alleged that the BJP government has been systematically pushing the agenda of ''saffronisation'', which is an example of divisive politics aimed at polarising people for political gains.
