Lok Sabha discusses the interim budget; Rajya Sabha adjourned for the day

Within 10 minutes of assembling, both Houses of Parliament were adjourned. While Lok Sabha was adjourned till 12 noon, Rajya Sabha was adjourned till 2 pm.

When the Lok Sabha reassembled, Congress walked out protesting against horse trading allegedly by BJP in Karnataka.

The Demands for Grants are put to vote. Slogan shouting becomes louder in the House. The Demands for Grants are passed. Next, the Supplementary Demands for Grants are passed. Two Appropriation Bills have been passed.

Shashi Tharoor (INC) says he is concerned about the Rs. 6,000 promised to farmers, saying it is insufficient. He said all other taxation figures were very disappointing. He also says that the AIIMS in Kerala still hasn't come.

Finance Minister Piyush Goyal rises to make his response. He says the poor, farmers and the middle-class are the government’s priorities. He points out that his government is the first to increase MSP. His speech is interrupted by slogans from the Opposition benches.

"The government has taken care of all sections and classes of the society in this Budget," Mr. Goyal says.  He says Mr. Mahtab's query will be answered by the 14th Finance Commission.

Lok Sabha | 5.45 p.m.

Bhartruhari Mahtab (BJD) asks if the government is going to consider the 90-10 allocation of the government grant for regions with a larger concentration of SC/ST citizens. He says the clean energy cess should be shared with coal-bearing States, so they can invest the money in clean energy.

He says the reports on black money that the government has, should be shared with other Members.

Ramesh Pokhriyal Nishank (BJP) cites the ‘Ease of doing business’ rankings by the World Bank to support his point that the country has grown since his party came to power. He then lists all of the government’s schemes.

E.T. Mohammed Basheer (IUML): The budget makes tall promises. The country has only  one relief now, the tenure of this government will end in two months. Minorities are oppressed and depressed here. Even the Supreme Court directed to frame a law on mob lynching.

A JMM member lauds the Finance Minister for doubling the income tax exemption limit. He suggests interest subsidy be granted to farmers to buy tractors.

Kaushalendra Kumar (JD-U) thanks the minister for alloting more trains to his constituency.

N.K. Premachandran (RSP) says the government does not have the moral and ethical control to bring taxation proposal in an interim budget.

Pappu Yadav says the Budget has neglected Bihar.

Asaduddin Owaisi (AIMIM) says the literacy rate is least in Muslim among minorities. He says the reduction in allocation to education will affect the minorities.

Ram Kumar Sharma (RLSP) wonders what will be the value of Rs. 3000 thirty years later and what help would it be for workers.  He also says the Budget has no special allocation to Bihar.

Renuka Butta , the Andhra Pradesh member who recently quit YSRCP, speaks. She says the budget was tabled keeping the elections in mind.  Ms. Renuka says the grant given to backward regions of Andhra Pradesh has been taken back by the Union government. She also insists on special category status to Andhra Pradesh.

Prem Singh Chandumajra (SAD) praises the Budget, says every section of the society has benefitted from the government. He requests to enhance PM-Kisan dole to  Rs.12,000.

Tej Pratap Singh Yadav (SP) says the biggest problem in Uttar Pradesh today is cows. The growing number of cows are causing hindrance to farmers, he says.

Ram Mohan Naidu (TDP) says he is standing in support of Chandrababu Naidu's fast.  He says as a young parliamentarian he was hoping the government would be a welcome change, but he is disappointed today.

In the name of interim budget, the Finance Minister has presented a full-fledged budget. People might think Andhra MPs are always protesting. But we are only asking what has been promised, and not anything new, Mr. Naidu says.

When the PM can single-handedly take a decision of demonetisation, why can't he take a decision on SCS, he asks and accuses the Prime Minister of misleading the people of Andhra Pradesh.

Even the special package they had promised is not mentioned in the budgets. The Railway Minister said a railway zone for Andhra Pradesh was not possible as Odisha objects to it. Can't the Centre bring both States to the table for talks, he asks.

He hits out at Prime Minister Narendra Modi for targetting Chandrababu Naidu and his family at a public rally in Guntur.

Listing out the achievements of the Andhra Pradesh government and the awards given by the Central Institutions, Mr. Naidu dares the Centre to initiate a probe into corruption.

Rs.1500 crore for creating a Capital and Rs. 3000 crore for a statue, Mr. Naidu says. And Mr. Modi wants to create Amravati like Asthana with this paltry sum, he says.

Speaker Sumitra Mahajan is in the Chair. NCP member M.Y. Kukade demands a package for Vidarbha.

We are discussing expansion of highways but many villages are still deprived of pucca roads, he says.

The Budget is also silent about inter-linking of rivers. It was the dream of Vajpayee.

Mr. Kukade suggests the tax slabs must also be altered so that more people are benefitted.

The Prime Minister repeatedly says a coalition government cannot fulfill the promises. The first ever coalition government was formed by Atal Bihari Vajpayee. I was the Prime Minister for little over 320 days. As leaders of coalition governments, we had brought many reforms.

You need to remember Manmohan Singh was one to bring economic reforms. We carried it forward, he says.

My government started the course for creating the RTI Act. I personally pitched for including the Prime Minister under the ambit of Lokpal.

The decentralisation of power generation and distribution, telecommunication revolution and women's reservation Bill were all brought by coalition governments.

Many governments tried to bring women reservation Bill. It was passed in Rajya Sabha. It is yet to be brought here, he says.

We are running a coalition government in Karnataka. There may be differences among us, but we will not allow this government to fall, he asserts.

I may be old. I may not contest in the upcoming elections. But I will guide the youngsters. I will ensure the government is in tact, he says.

Jithender Reddy (TRS) is the next speaker. The recently-concluded elections gave two lessons — farmers cannot be ignored and farm loan waiver is a necessity.

Mr. Reddy explains how Telangana's Rythu Bandhu scheme was a gamechanger and helped the TRS retain the State. Mr. Reddy says the allocation for PM-Kisan is much less compared to the Rythu Bandhu, considering it covers the entire country.

He invites the MPs to visit the Kaleshwaram project, calling it one of its kind. However, Mr. Reddy says the budget hasn't allocated anything for the project.

He thanks the government for alloting funds to doubling work and bridge construction in South Central Railways.

There is a demand from Telangana to set up a tribal university in Warangal. He points out that the allocation for this has been reduced. Mr. Reddy also seeks more higher education institutions in Telangana.

Mr. Reddy says more works are taken up in Andhra Pradesh than Telangana. Andhra Pradesh members protest. "I am quoting the Prime Minister," he says.

Kirit Somaiya (BJP) says Congress is standing against the Prime Minister to protect the jijaji a veiled reference to Robert Vadra. He also taunts Trinamool Congress chief Mamata Banerjee wondering how her painting are auction for crores. Trinamool Congress members object to it.

Dr. Somaiya claims it the BJP government that concerns about unorganised sector. He is optimistic that the minimum pension to workers would be increased in the coming years.

Wherever the Prime Minister goes, the crowd cheerfully chants "Modi! Modi!," he claims. 

While the Prime Minister wants to eliminate poverty and corruption, but the Opposition only wants to eliminate Mr. Modi. He asks who will be the prime ministerial candidate of the mahaghatbandhan?

Jitendra Chaudhary (CPI-M) says that the Budget was misleading in many ways.

 

"There was nothing in this Budget about the future of our youth," he says, mentioning the unemployment rates and plight of over one crore workers who have lost their jobs in the past few years.

"In the run up to the 2014 elections, the government kept talking about how 'Ache Din' is coming. But now, there is now mention of this 'Ache Din'. Where is it?," he asks. "They said ache din for farmers - is Rs. 17/day the PM's idea of ache din? What about landless people and tenant farmers? What about the meagre allocation to MGNREGA? It is even less than what was given in the last Budget - this shows an enmity to poor people," he adds.

"This Budget shows criminal negligence to our 'annadaatha'!," says Mr. Chaudhary.

Gajanan Kirtikar (Shiv Sena) says he wants to highlight the pending projects in Mumbai.

He speaks about the gaps between the promises in previous budgets and the ground realities, citing instances where colonies of more than 300 families have approached him complaining the lack of access to electricity and clean drinking water. 

Speaking about sports ministry, Mr. Kirtikar says kho kho and kabadi players too should get recognized by the government.

Jayant Sinha meets one girl in Hazaribagh and vouches for Ayushman Bharat. Did you know in West Bengal all heart surgeries for children are done for free, Sougata Roy asks and highlights the State's key schemes.

He calls the budget as desperate measure to string its straws together. Every scheme is named after the PM. Have you run out of icons? You are only borrowing icons, he says.

I oppose this budget, Prof. Roy says ending his speech.

Sougata Roy (Trinamool Congress) says it looks like the Finance Ministry has been outsourced. The Railway Minister is presenting the Budget. They have two MoS, but a civil aviation MoS is defending the government.

Piyush Goyal is taking care of Finance Ministry, the Chair points out.

Professor Roy accuses the government of not releasing the NSSO data on unemployment  because it is in the all-time high. The NPAs of banks have crossed Rs. 11 lakh crore. The Bankruptcy Code has recovered only Rs. 3 lakh core. He also accuses the government of interfering in the autonomy of the RBI. The whole banking system is in collapse, Prof. Roy says.

What authority does the Finance Minister to present a Budget for a full year, he asks.  Government tried to apply Betadine to the wounds of demonetisation. The government knows it is in doldrums. The Prime Minister is facing black flags in Andhra Pradesh, West Bengal and the northeast.  Now they are announcing Rs.6000 to farmers.

Prof. Roy urges the government to look into the the 'just demands' of Andhra Pradesh.

A person has to wait 42 years to get Rs. 3000 per month. An organised sector employee gets only Rs. 1000 per month, he says.

Your defence allocation is only one-fifth of China's allocation. Of this, 20 per cent will go to Rafale and the deal has exposed their chinks in their armour, he says.

Jayant Sinha says demonetisation was not a 'note ban' but 'note exchange' since banks gave back the deposited money in lesser denomination currency. Mr. Sinha claims demonetisation increased the tax base and together with the GST, taxation increased 2 per cent of GDP. 

Mr. Sinha says the DBT and Jan Dhan Yojana has plugged the leakages completely.

Mr. Sinha says it was the Congress that did harm to Defence. You were not able buy Rafales or bullet proof vests in the last 10 years, he says.

The combination of economists (of UPA) have wrecked the economy. Today we have the best performing economy in India's history, Mr. Sinha says.

We are investing is the technologies of future such as AI, drones etc. The venture capital investments have gone up by three times, he says.

Mr. Sinha began his speech before the House was adjourned. TDP members were chanting slogans then.

Mr. Sinha says he would like to highlight the beneficiaries of central government's schemes. Taking the example of a Jharkhand village girl suffering for a serious illness, Mr. Sinha says Ayushman Bharat will help many such girls. He also requests West Bengal to join the scheme.

Mr. Sinha says scores of women have benefitted from Mudra schemes. These women are applauding us, says Mr. Sinha as a reply to Mr. Moily who warned the women would curse the government. Mr. Sinha also claims scores of women are employed now because the government has provided free LPG connection and hence they were able to finish their cooking chores early and head to work.

People who managed with lanterns are now using tubelights, thanks to the government's rural electrification scheme. There are 11 flights plying between Ranchi and Delhi. In the last three and a half years, we have increased the number of operational airports to 103, from 55, Mr. Sinha, the MoS for Civil Aviation says.

Bhartruhari Mahtab reminds him about Jharsuguda airport. Mr. Sinha says it is being pitched in the third leg of UDAN.

There is a job crisis, which they are not prepared to look at it. But they are fudging the data to downplay UPA's achievements. You are pointing fingers at the Indian economy, Veerappa Moily says.

Mr. Moily accuses the government of not fulfilling the SCS promised to Andhra Pradesh. 

The PM-Kisan translates to Rs.3 per family per day. But MNREGA provided Rs.125 per day, Mr. Moily says.

Mr. Moily says the crop insurance scheme only helped a private insurance player and not the farmers. He says the scheme was a Direct Benefit Transfer for the ruling party.

Only 1.04 per cent allocated to Women and Child Development Ministry. "If mahila s start cursing you, you'll never come back," he warns.

Beti Bachao, Beti Padhao is only PM Bachao. Most of the funds were spent only on media activity, he says.

Arokiya Bhagya scheme in Karnataka is 100 per cent better that Ayushman Bharat schemes. None of the AIIMS announced haven't started functioning, he says.

Why did 25 million youth apply for 23,000 jobs in Railway if Mudra was a success as claimed by them, he asks.  Forty per cent of Mudra funds are lying idle, he says quoting a standing committee report.

Your record is dismal in investments. In many cases 90 per cent haircut is given through NCLT, Mr. Moily claims.

Quoting Bhagavad Gita, Mr. Moily highlights the virtue of a ruler.

Veerappa Moily (Congress) is the next speaker. Day by day, Rafale deal is becoming murkier and murkier, Mr. Moily says.

The Prime Minister said 'I won't eat, won't allow others to eat' but the government has not brought a simple amendment to Lokpal and appointed an ombudsman yet. Mr. Moily quotes Anna Hazare saying he was betrayed.

Quoting The Hindu 's investigative reports on Rafale, Mr. Moily says Hindustan Aeronautics was a cash rich company. Today, it is being hammered down and there is no money to pay the salary.

We are not against the purchase of Rafale, but you can't deprive a public sector enterprise such as HAL, Mr. Moily says. 

If anyone is guilty in Rafale deal, it's the PM and PM alone. Now we know why the government doesn't want a Lokpal or a JPC, Mr. Moily says.  As a member points out it is not related to the discussion, Mr. Moily retorts: "Isn't defence not part of the budget?"

Mr. Moily compares the BJP with the mythical Vaitarini river, that is believed to purify one of all his sins.

Mr. Thambidurai says demonetisation has destroyed the informal sector and small businesses. There might have been some political gain, but I don't understand that, he says.

Congress and BJP claim the GST was their brainchild, but for us (the States), it's useless. The Andhra Pradesh members are protesting daily today because they don't have any money. The rights of the States have been taken off, he claims.

Mr. Thambidurai lists out the dues pending from Central government to Tamil Nadu. We have been requesting since Jayalalithaa was alive, is this federalism? How can we develop the State without money, he asks.

 

The success of Tamil Nadu's population control measures is now going against us, he says while speaking on 15th Finance Commission.

President Pranab Mukherjee, when he was the Finance Minister, had enhanced the MPLAD allocation. It has not been revised since then, even though all MPs presented a signed petition to the Prime Minister, Mr. Thambidurai says.

This is an interim budget. They cannot populist schemes in an interim budget. They had four years to announce them, but they haven't. It's good that the GDP has improved but unemployment is huge and highest in the last 45 years, Mr. Thambidurai says.

Agrarian crisis is real. Over three lakh farmers have committed suicide. They promised doubling farm income. Though the MSP has increased, the promise of doubling farm income has not been fulfilled, he says.

I appreciate the intent of the government, but this is only a token, Mr. Thambidurai says on PM-KISAN scheme and also points out landless farmers are not covered. 

Even in MNREGA allocation, the labour component is lesser than the UPA regime, Mr. Thambidurai points out. He says the MNREGA proposal itself is faulty and must be reviewed.

Mr. Thambidurai shows photos of toilets constructed in his constituencies and says they are not proper and over a kilometre away from the village. How do you think women will use such toilets, he asks.

While the government wants to promote Make in India, only Made in China products are being bought here. What has the government done to encourage people to buy Indian products, he asks.

Former Prime Minister H.D. Deve Gowda speaks. He says in 2009, Operation Kamala was started. Such incidents shouldn't have happened, Mr. Gowda says and recalls how as many as 10 ministers resigned, and the government fell and subsequently how a government fell.

Minister D.V. Sadananda Gowda says there is fight between Congress and the JD(S). He points out that in-fighting in Congress. "They are not able to keep their house in order and blaming the BJP now," he says. Everything uttered by Mr. Kharge and Mr. Gowda are false, he says.

Mallikarjun Kharge , Congress leader, raises the issue of alleged horse trading attempts in Karnataka. Mr. Kharge says Karnataka's BJP chief spoke to the son of Gurmitkal MLA promising him Rs. 50 crore money. He mentions about the tapped audio conversation. BJP members protest.

Mr. Kharge names the persons mentioned in the audio conversation. Speaker expunges the names as they are not members of the House.

Speaker Sumitra Mahajan takes up Question Hour. Congress members raise the issue of Karnataka unit of BJP's alleged attempt to poach MLAs. Ms. Mahajan says she will allow them to speak after the Question Hour. But Congress members raise slogans.

A member questions on 13-Point Roster. HRD Minister Prakash Javadekar assures the that 13-Point Roster won't be implemented. The government will file a review petition and if needed, we will bring an Ordinance, he says.
