Shashi Tharoor (INC) says he is concerned about the Rs. 6,000 promised to farmers, saying it is insufficient. He said all other taxation figures were very disappointing. He also says that the AIIMS in Kerala still hasn't come.
Finance Minister Piyush Goyal rises to make his response. He says the poor, farmers and the middle-class are the government’s priorities. He points out that his government is the first to increase MSP. His speech is interrupted by slogans from the Opposition benches.
"The government has taken care of all sections and classes of the society in this Budget," Mr. Goyal says. He says Mr. Mahtab's query will be answered by the 14th Finance Commission.
Bhartruhari Mahtab (BJD) asks if the government is going to consider the 90-10 allocation of the government grant for regions with a larger concentration of SC/ST citizens. He says the clean energy cess should be shared with coal-bearing States, so they can invest the money in clean energy.
He says the reports on black money that the government has, should be shared with other Members.
Ramesh Pokhriyal Nishank (BJP) cites the ‘Ease of doing business’ rankings by the World Bank to support his point that the country has grown since his party came to power. He then lists all of the government’s schemes.

The decentralisation of power generation and distribution, telecommunication revolution and women's reservation Bill were all brought by coalition governments.

A.P.Jithender Reddy speaks in Lok Sabha.
Jithender Reddy (TRS) is the next speaker. The recently-concluded elections gave two lessons — farmers cannot be ignored and farm loan waiver is a necessity.
Mr. Reddy explains how Telangana's Rythu Bandhu scheme was a gamechanger and helped the TRS retain the State. Mr. Reddy says the allocation for PM-Kisan is much less compared to the Rythu Bandhu, considering it covers the entire country.
He invites the MPs to visit the Kaleshwaram project, calling it one of its kind. However, Mr. Reddy says the budget hasn't allocated anything for the project.
He thanks the government for alloting funds to doubling work and bridge construction in South Central Railways.
There is a demand from Telangana to set up a tribal university in Warangal. He points out that the allocation for this has been reduced. Mr. Reddy also seeks more higher education institutions in Telangana.
Mr. Reddy says more works are taken up in Andhra Pradesh than Telangana. Andhra Pradesh members protest. "I am quoting the Prime Minister," he says.
Kirit Somaiya (BJP) says Congress is standing against the Prime Minister to protect the jijaji a veiled reference to Robert Vadra. He also taunts Trinamool Congress chief Mamata Banerjee wondering how her painting are auction for crores. Trinamool Congress members object to it.
Dr. Somaiya claims it the BJP government that concerns about unorganised sector. He is optimistic that the minimum pension to workers would be increased in the coming years.
Wherever the Prime Minister goes, the crowd cheerfully chants "Modi! Modi!," he claims.
While the Prime Minister wants to eliminate poverty and corruption, but the Opposition only wants to eliminate Mr. Modi. He asks who will be the prime ministerial candidate of the mahaghatbandhan?
Jitendra Chaudhary (CPI-M) says that the Budget was misleading in many ways.
"There was nothing in this Budget about the future of our youth," he says, mentioning the unemployment rates and plight of over one crore workers who have lost their jobs in the past few years.
"In the run up to the 2014 elections, the government kept talking about how 'Ache Din' is coming. But now, there is now mention of this 'Ache Din'. Where is it?," he asks. "They said ache din for farmers - is Rs. 17/day the PM's idea of ache din? What about landless people and tenant farmers? What about the meagre allocation to MGNREGA? It is even less than what was given in the last Budget - this shows an enmity to poor people," he adds.
"This Budget shows criminal negligence to our 'annadaatha'!," says Mr. Chaudhary.
Gajanan Kirtikar (Shiv Sena) says he wants to highlight the pending projects in Mumbai.
He speaks about the gaps between the promises in previous budgets and the ground realities, citing instances where colonies of more than 300 families have approached him complaining the lack of access to electricity and clean drinking water.
Speaking about sports ministry, Mr. Kirtikar says kho kho and kabadi players too should get recognized by the government.

Professor Roy accuses the government of not releasing the NSSO data on unemployment because it is in the all-time high. The NPAs of banks have crossed Rs. 11 lakh crore. The Bankruptcy Code has recovered only Rs. 3 lakh core. He also accuses the government of interfering in the autonomy of the RBI. The whole banking system is in collapse, Prof. Roy says.
What authority does the Finance Minister to present a Budget for a full year, he asks. Government tried to apply Betadine to the wounds of demonetisation. The government knows it is in doldrums. The Prime Minister is facing black flags in Andhra Pradesh, West Bengal and the northeast. Now they are announcing Rs.6000 to farmers.
Prof. Roy urges the government to look into the the 'just demands' of Andhra Pradesh.
A person has to wait 42 years to get Rs. 3000 per month. An organised sector employee gets only Rs. 1000 per month, he says.
Your defence allocation is only one-fifth of China's allocation. Of this, 20 per cent will go to Rafale and the deal has exposed their chinks in their armour, he says.

Jayant Sinha says demonetisation was not a 'note ban' but 'note exchange' since banks gave back the deposited money in lesser denomination currency. Mr. Sinha claims demonetisation increased the tax base and together with the GST, taxation increased 2 per cent of GDP.
Mr. Sinha says the DBT and Jan Dhan Yojana has plugged the leakages completely.
Mr. Sinha says it was the Congress that did harm to Defence. You were not able buy Rafales or bullet proof vests in the last 10 years, he says.

People who managed with lanterns are now using tubelights, thanks to the government's rural electrification scheme. There are 11 flights plying between Ranchi and Delhi. In the last three and a half years, we have increased the number of operational airports to 103, from 55, Mr. Sinha, the MoS for Civil Aviation says.

We are not against the purchase of Rafale, but you can't deprive a public sector enterprise such as HAL, Mr. Moily says.

This is an interim budget. They cannot populist schemes in an interim budget. They had four years to announce them, but they haven't. It's good that the GDP has improved but unemployment is huge and highest in the last 45 years, Mr. Thambidurai says.

Agrarian crisis is real. Over three lakh farmers have committed suicide. They promised doubling farm income. Though the MSP has increased, the promise of doubling farm income has not been fulfilled, he says.
