Staff pattern in govt. medical colleges will be followed

Chief Minister Oommen Chandy has said that the government will take over the Pariyaram Medical College (PMC) soon following the proposals submitted by a panel constituted to compile a report on the assets and liabilities of the college, now under the cooperative sector.

The Chief Minister’s announcement during his address at a mass contact programme here on Tuesday topped a slew of various projects and decisions declared on the occasion.

Though he did not set any timeframe for the takeover of the PMC and its conversion into a full-fledged government medical college, Mr. Chandy said that the proposal had been delayed owing to legal and financial issues involved.

Staff pattern

The medical college would be a government institution after the takeover of its administration, he said adding that the staff pattern in government medical colleges in the State would be ensured in the PMC.

Cabinet nod

The decision to take over the PMC, which essentially comprises the Academy of Medical Sciences (ACME) and the Kerala State Cooperative Hospital Complex and Centre for Advanced Medical Sciences (KSCHC & CAMS), was a foregone conclusion as the State Cabinet had given its nod for the takeover of the institution last year.

The assets and liabilities report, submitted by the panel headed by the Joint Registrar of Cooperatives, was submitted to the government by the District Collector on May 25. The report also includes the evaluation of the number of existing employees and their qualification.

Takeover process

Though the details of the takeover process will become clearer in the coming days, fixing the government staff pattern in the PMC after its takeover will be a major political issue as the Communist Party of India (Marxist)-controlled director board of the KSCHC & CAMS has made it clear that it was not against the government takeover of the college if its conversion covers all the existing employees.

UDF charge

It has been alleged by the United Democratic Front that scores of existing employees were unauthorisedly appointed by the director board after the CPI(M) captured the administration from the M.V. Raghavan-headed governing body in 2007 in a controversial election.
