Motor Vehicles dept software helps monitor enforcement activities

The Motor Vehicles Department (MVD) will roll out IT-enabled enforcement for real-time monitoring of enforcement activities and to bring to book erring motorists as part of the tough measures adopted on the basis of a directive of the Supreme Court Committee on Road Safety headed by K.S. Radhakrishnan.

The enforcement activities under the 73 offices of the Regional Transport Office (RTO), sub-RTO and other offices across the State can be monitored through SAFE (Statistical and Administrative Folio for Employees) developed by the Smart Support Group (SSG) functioning at the Transport Commissionerate here.

Developed by SSG team leader and Motor Vehicle Inspector S. Pradeep, the Web-enabled facility enables the State Transport Commissioner and Joint Transport Commissioner (Enforcement) to keep tabs on the enforcement activities real time, offences committed by motorists, details of penalty collected and movement of the enforcement wing.

Will avoid complaints

“It would help strengthen the enforcement and help avoid complaints. The department can ensure the movement of the enforcement personnel and reward the officers who excel,” Joint Transport Commissioner, Enforcement, and Secretary, State Transport Authority, Rajeev Puthalath, told The Hindu .

The facility is in addition to the GPS facility installed in 100 vehicles of the MVD that are used for enforcement activities now.

The Joint Transport Commissioner said purchase order has been given by the department for another 40 vehicles to be used for enforcement and they will be equipped with GPS.

Separate cell

The MVD has decided to set up a separate cell comprising a Superintendent, Motor Vehicles Inspector and a clerk in all the 73 offices to handle cases of suspension of driving licence of erring motorists.

This is in view of the decision to suspend 1,62,623 driving licences of motorists involved in grave traffic offences from October 1, 2016 to May 25, 2017.

For fatal road accidents, the suspension of the driving licence of the driver will be for one year and six months for drunk driving.

It will be three months for all other offences. Three suspensions will automatically result in the cancellation. At present, different sections handle cases under different sections of the MV Act. The new cell will handle all the offences that need suspension of driving licence.
