Complaint boxes will be introduced in all local self-government institutions from June 1 for the public to submit their grievances about employees, Local Administration Minister K.T. Jaleel has said.

Replying to the demands for grants for Urban Development, Panchayat, and Rural Development in the Assembly on Monday, Dr. Jaleel said the performance-audit wing would be responsible for maintaining the box in each local body and appraising the performance of the employees.

New software would be introduced in Kozhikode Corporation for clearing applications for building licences. It would be replicated in other corporations in a year and in other local bodies in two years.

Building rules

Amendments were being made to the municipal and panchayat building rules. The Town and Country Planning Department would be restructured. Adalats would be held to clear the files pending at the Chief Town Planning as well as the District Town Planning offices. Permanent door numbers would be issued to those who had got Unauthorised (UA) numbers. Orders for regularisation of temporary door numbers had been issued.

A 50% pay hike would be given to all Kudumbasree Mission employees. The mission governing council would consider the option of increasing the number of Kudumbasree members from a family to two from the present one.

ID cards for vendors

Identity cards would be issued to street vendors. A welfare fund had been planned for former elected members of local bodies. The proposal for giving pension to the members was not a viable one, he said.

Local bodies would start disbursing salary for its engineers from June 1. Digitalisation of local bodies would be completed in a year. Dr. Jaleel said that the government had cleared the hitches in granting promotions to LSGI employees and also filled up a number of vacancies. Steps had also been taken to report vacancies to the Public Service Commission, he said.
