The false caste certificate row involving Deputy Commissioner of Police City Armed Reserve (CAR) B. Shivanna took a new turn on Wednesday with the senior police official contending that the Civil Rights Enforcement (CRE) had declared him to be Nayaka (Scheduled Tribe) after inquiring into a similar complaint in 2004. He stated that the High Court had issued a stay order against any fresh inquiry into his caste certificate in July 2012.
Mr. Shivanna, who had been found guilty by the Mysuru District Caste Verification Committee (DCVC) of obtaining a false caste certificate as Nayaka though he belonged to Parivara community, met district administration officials on Wednesday and submitted documents in support of his contention.
District Social Welfare Officer Saraswathi, who confirmed the development, told The Hindu that the documents submitted by Mr. Shivanna would be placed before Deputy Commissioner and DCVC head C. Shikha for further action.
The DCVC, at its meeting on December 17, 2014, had recommended to the tahsildar to cancel caste certificates issued to Mr. Shivanna and five others. The Civil Rights Enforcement Cell of Mysuru division carried out a probe against Mr. Shivanna for allegedly obtaining a false caste certificate and submitted a report on March 26, 2012. According to it, his education certificates show Parivara mentioned against his caste till pre-university. Subsequent certificates have Nayaka mentioned as his caste.
Mr. Shivanna, contended that the Civil Rights Enforcement cell had declared him to be Nayaka in 2004, and produced a stay order from the High Court, dated July 24, 2012, against holding any fresh inquiry into the caste certificate row.
