The conduct of B. Tippeswamy, the former president of the District Youth Congress, Chitradurga, is in gross violation of the Karnataka State Civil Service and Conduct Rules. He is said to be playing the dual role of an active Congress functionary and a member of the Karnataka Pradesh Congress Committee, while holding the post of lecturer in a government college.
He unsuccessfully contested the last elections on Congress ticket while he served as an assistant lecturer in Criminology at the K.R. Nagar Government First Grade College. Selected by the Karnataka Public Service Commission for appointment as assistant lecturer in September 2009,
Mr. Tippeswamy continues to attend most of the Congress programmes. Though he claims to have tendered his resignation to the college there is no evidence to prove his claim.
Moreover, he continues to draw salary from the Government.
He has also been facing an inquiry for being absent from work over a long period.
Panel report
On the basis of a complaint filed against him in the college, the Joint Director of Higher Education constituted a committee comprising three principals, who submitted a report on February 24, 2011, on the issue.
‘Influential politician'
In the report, the committee established that Mr. Tippeswamy was indeed an active and influential politician.
Citing ill-health, he had stayed away from work even while being on probation.
The report has recommended his removal from service since his abstention had affected the studies of many students.
Mr. Tippeswamy was recently spotted at the Congress party's foundation day programme held at Chitradurga where he shared the dais with other party leaders.
When contacted, Mr. Tippeswamy alleged that a conspiracy had been hatched against him by the former MLA and Congress leader H. Anjaneya to malign his image. Mr. Anjaneya is said to be his political rival.
He claimed that he had submitted his resignation two years ago, but Mr. Anjaneya had made sure that it was not accepted.
Mr. Tippeswamy said that he has not been relieved from government service because of the inquiry pending against him.
He also asserted that he would remain in the Congress.
Mr. Anjaneya, on the other hand, asked how it was possible to prevent the resignation from being accepted.
Mr. Anjaneya accused Mr. Tippeswamy of misleading the people and the party by stating that he had resigned from government service long ago.
