‘Don’t give completion certificate to recreation club in Hubballi’

The Hubli Sports Ground Bachao Samiti, which has been fighting against transforming the playground at Deshpande Nagar here into a recreation club, has urged the Hubballi-Dharwad Municipal Corporation (HDMC) not to issue a completion certificate to the Karnataka Gymkhana Association for the purpose.

The association has the possession of the ground.

In a memorandum submitted to the office of the municipal commissioner on Wednesday, a copy of which has been sent to the office of the Deputy Director of Town Planning, conveners of the samiti C.B.L. Hegde, Kadaiah Hiremath, Venkatesh Savadatti, and Sheela Mirji said that two civil cases and four criminal cases were being heard in different courts of law with regard to giving permission for the recreation club at the Deshpande Nagar playground, commonly known as Hubballi sports ground. “Moreover, the Deputy Commissioner of Dharwad in his inquiry report had said that the playground was a public property. Such being the case, the application for a completion certificate by the association should not be considered. According to legal experts, if the certificate is issued, it will be against the law,” the memorandum said.

Agitation

The samiti conveners drew the attention of the municipal commissioner to the agitation launched by the samiti led by veteran journalist Patil Puttappa against construction of the recreation club and urged him not to issue the certificate to the association.

Joint Director of Town Planning Ramesh said that he had received the application by the association office-bearers and he had conducted the mandatory spot inspection.

He said he had also received the memorandum from the samiti. “I have been delegated the power to issue a completion certificate. In normal circumstances, I would have issued it. However, as the issue is a bit complicated, it will be referred to the higher authorities. Based on their advice, a decision will be taken,” Mr. Ramesh added.
