Budget session to be prorogued

The Union government has decided to prorogue the budget session of Parliament in order to clear the Budget for Uttarakhand as the State is under President’s Rule and a March 31 deadline for the Budget looms.

Minister of State for Parliamentary Affairs Mukhtar Abbas Naqvi told The Hindu that the decision to prorogue the budget session, that was to reconvene on April 25 for its second part, was taken at a meeting of the Cabinet Committee on Parliamentary Affairs on Tuesday.

“The decision has been taken to ensure that the Uttarakhand Budget gets cleared within the deadline,” he said.

Article 123 of the Constitution enables the President of India to promulgate an ordinance only if neither House of Parliament is in session and “circumstances exist which render it necessary for him to take immediate action.”

The first part of the Budget session had ended in a recess on March 16.
