Panel hopes to complete staff allocation by July-end

Differences persist over cadre strength in police,medical and health departments

The Kamalnathan State Advisory Committee, which met here on Friday to review the distribution of State-level employees between Andhra Pradesh and Telangana, is confident that the whole exercise can be wrapped up by July-end.

The meeting was attended by Chief Secretaries of AP and Telangana – I.Y.R. Krishna Rao and Rajiv Sharma respectively and a representative of the Government of India besides other members.

With the employees turning restive over the delay in allocation, the advisory meeting, which met after three months, considered the unresolved differences between the HoDs of two States over determining cadre strength in nine departments such as Special Protection Force, Protocol, Health and Medical Services etc.

“Some understanding has been reached today on addressing these issues. By next week or so, the Kamalnathan Committee will notify the cadre strength of the nine departments too,” sources told The Hindu .

While the total employees in 89 departments to be distributed are about 65,000, these nine departments comprising police, medical and health account for about 40,000.

The cadre strength in the Police Department and various wings like 17 battalions, Octopus, Greyhounds was sent to the DGPs of both the States for their clearance. Once it is done, allocation of employees could be done soon, they said.

Overall, the committee has to allocate State-level employees in 89 departments with 116 units and in 99 units, cadre strength had already been notified and employees have been called to give their options indicating State of their choice based on local candidature, and other factorslike spousal cases, health grounds supported by certificates.

So far, 8,200 employees of 54 departments have been allocated based on norms fixed by the committee in an automated process. Barring employees who raised objections, the rest would stand allocated to their respective States.

After the State Advisory Committee meeting, the Kamalnathan Committee finalised the allocation of employees in Secretariat wings pertaining to last grade employees and others. On Saturday, it would finalise employees’ allocation in 16 departments like Town Planning, Municipal Administration and Urban Development, Social welfare, I&PR and others.
