The State government received a mere ₹3,980 crore from the Centre while revenue deficit was certified to be ₹16,079 crore from June 2,2014 to March 31, 2015. The Centre is also yet to approve a proposal sent by the State government for raising additional police forces and setting up of a state-of-the-art Greyhounds training centre as well as new operational wings of the elite anti-Naxalite force.
To a question on assurances and promises made in the AP Reorganisation Act asked by B. Rajendranadh Reddy (YSR Congress) and four others of his party, the government released a note in the name of Chief Minister N. Chandrababu Naidu on Tuesday.
There was no discussion on the subject as question hour ended abruptly following acrimonious exchanges over the issue of safety of women.
According to the note, an ad hoc grant of ₹3,980 crore was released, though the Accountant General of Andhra Pradesh certified that the revenue deficit from June 2,2014, to March 31, 2015, was ₹16,079 crore.
The Fourteenth Finance Commission in its report mentioned that ₹22,113 crore was to be paid to Andhra Pradesh as revenue deficit grant for the five-year period.
The Commission did not make a distinction between special and general category States.
Accordingly, the Commission recommended an enhanced devolution of 42% of the Central government’s tax revenues to States. AP was one of the States determined as a revenue-deficit one.
Delimitation of constituencies
On rectification of inconsistency in respect of Legislature Council seats, the number of seats in it had been increased to 58 from 50. The Centre however was yet to approve enhancement of the number of seats in the Assembly from 175 to 225. Under Section 26 of the Act, the number of seats in the Legislative Assembly had to be increased to 225.
Polavaram was declared a national project. The Centre would provide 100% of the remaining cost of the irrigation component of the project for the period starting from April 1, 2014, to the extent of the cost of the irrigation component on that date.
National institutions
There are 12 assurances made in the 13th Schedule of the A.P. Reorganisation Act, 2014.
The Indian Institute of Technology, National Institute of Technology, Indian Institute of Management, Indian Institute of Scientific Education and Research, Petroleum University and the Indian Institute of Information Technology have started functioning.
Steps were being made in regard to the Central University, Agricultural University, AIIMS, Tribal University and the National Institute of Disaster Management.
