The legal wrangle between the JNTU Hyderabad and the managements of private engineering colleges has led to admission process in these institutions to commence from July 6.
The State Government accepted to the proposal of the High Court in this regard so that the avenues for grievance redressal is utilised by the colleges which received notices from JNTU regarding the deficiencies while saving the academic schedule.
The orders were passed by Justice Ramalimgeswar Rao of Hyderabad High Court on Friday. The Judge was dealing with a batch of writ petitions filed by several private engineering colleges. They complained that communication was issued by the JNTU on June 9 by notifying the deficiencies in the colleges and giving two days time for rectification of the deficiencies. They told the court that the remedy of appeal provided under the statute is being taken away by the JNTU in the garb of notice and veiled threat that if deficiencies are not rectified within two days they will not be permitted to make admission for academic year 2015-2016. This is unconstitutional, they said and wanted thirty days time for the process of appeal.
Justice Ramalingeswar Rao reminded the managements, university and the State Government about the orders of Supreme Court. The court had declared that the counseling for engineering admissions shall be finished by July 30 and classes shall commence from August 1. The Judge said that the need for saving academic schedule and statutory rights of management are to be balanced. The court said that counselling, allotment etc., could commence from July 6 and the classes can start from August 1. In the meanwhile, the colleges are permitted to file appeals by June 20 and the appellate committee shall finalise the appeals by July 27. This was accepted by the JNTU, State Government and managements of the engineering colleges. The first phase of counselling shall be on July 6, second phase on July 13, and third or final phase on July 20. The admission process will be completed by July 30.
The managements pointed out that the JNTU should not raise any fresh controversy by pointing out new deficiencies. The Judge said that the issues already communicated shall be basis.
