Loan waiver issue plunges Assembly into chaos

For the second day in a row, the Assembly plunged into chaos as YSR Congress members forced adjournment of the House after Speaker Kodela Sivaprasada Rao disallowed discussion on the issue of farm and DWCRA loan waiver.

As soon as the House assembled, the YSRC members insisted on a discussion on crop and Dwcra loans but the Speaker turned down the demand. Government Chief Whip Kalva Srinivasulu said the Opposition was only interested in disrupting the proceedings. A discussion on the subject had already taken place and the Chief Minister had given a reply too, he said.

The YSRC members trooped into the well and raised slogans and appeals by the Speaker were of no avail. Leader of the Opposition Y.S. Jaganmohan Reddy said no other subject was more important than crop loan waiver and insisted on a discussion. His party had given a notice under Rule 344 on March 10. He wondered why government was afraid, he said.

Labour Minister K. Atchannaidu said nobody asked the Opposition to stay away from the House when the Chief Minister was making a statement.

The government had allocated Rs. 23,000 crore for loan waiver, something no other state had done.

Mr. Jagan, however, contested the figure and said government had allocated only Rs. 4,600 crore for 2014-15 and Rs. 2,100 crore for 2015-16. The Speaker urged the members not to go into the subject and as the commotion continued he adjourned the House at 9.18 a.m for 10 minutes. But it was nearly three hours later that the House met apparently after the Business Advisory Committee meeting.
