Showdown imminent between Puducherry government and Raj Nivas

Signalling an imminent showdown between the Congress-led government and the Raj Nivas, Chief Minister V. Narayanasamy on Sunday made it clear that the recent transfer of a municipal commissioner would remain in force.

The transfer was based on a ruling by the Assembly Speaker and Lt. Governor Kiran Bedi had moved to overturn the decision.

Addressing a press conference on Sunday, Mr. Narayanasamy said that the Speaker had given a ruling to transfer and put on compulsory wait the Commissioner of Puducherry Municipality as he was trying to scuttle privileges enjoyed by the legislators.

“The government is duty bound to implement a ruling given by the Speaker,” the Chief Minister said.

"I issued the order to transfer the officer as failure to do so would have even landed me in jail”.

On reports about the Lt. Governor initiating action against Chief Secretary for executing the transfer, he said' 'I accept responsibility for the decision. It is not the responsibility of the Chief Secretary, ' he said.

Mr. Narayanasamy said as per 47 (2) of the Business Rules, the Lieutenant Governor had to consult him before taking any decision.

The Chief Minister said he had apprised Prime Minister and Home Minister about the proceedings that happened in the Legislative Assembly leading to the transfer of the officer.

Meanwhile, the Lt. Governor stated on Sunday that public officials need to seek legal help when in doubt to ensure that they acted within the bounds of law and set rules.

“The safest way for public officials is to go by law and the rules. If in doubt, seek legal guidance to ensure justice (is done). This is their duty,” Ms. Bedi said.
