Abolish Legislative Council: MLA

M.T. Krishnappa, Janata Dal (Secular) MLA, has written to Speaker Kagodu Thimmappa seeking permission to table a private member’s resolution in the coming legislature session seeking abolition of the Karnataka Legislative Council.

In the letter dated June 20, Mr. Krishnappa has stated that the Council had been constituted mainly to get the benefit of experience of experts from various fields in policy formulation.

The Upper House should technically constitute experts from various fields such as art, culture, science, education, journalism, farming and social service, he said.

Unfortunately, it has become an extension of the Assembly as experts are no longer getting nominated. Instead, those defeated in the Assembly elections and those coming through political influence are entering the Council, he alleged.

He argued that there should not be such a body as its original intentions had been compromised. Pointing out that only a few States in the country had an Upper House, he said there was no need to continue with such a system.

When Law Minister T.B. Jayachandra’s was asked about Mr. Krishnappa’s letter, he said he would make a suitable reply in the Assembly if the issue was allowed to be raised by the Speaker.
