Officials scramble to action over garbage

Following direction of the High Court of Karnataka, Bruhat Bangalore Mahanagara Palike (BBMP) Commissioner Rajneesh Goel has delegated specific duties to officials to solve the garbage crisis that has been plaguing the city for the past three months.

According to a communiqué here on Tuesday, the Commissioner has exercised his power as prescribed under section 66 of the Karnataka Municipal Corporations Act, 1976, and issued the directions. He has stated that the High Court’s directives have to be followed by the BBMP in a time bound manner and instructed the officials to carry out the works under the overall supervision of the Additional Commissioner (Solid Waste Management) and submit a status report on a daily basis.

The BBMP’s Additional Commissioner (Revenue) has been directed to get the site at survey number 31, Chikanagamangala village, Sarjapur hobli, transferred to the BBMP and take possession. The Principal Secretary of the Revenue Department has already indicated availability of the site to be used as a landfill site. The Chief Engineer (SWM-1) has been directed to seek clearance from the Karnataka State Pollution Control Board (KSPCB) for the same and take steps for site preparation.

Mr. Goel has instructed the zonal commissioners and the Additional Commissioner (SWM and Health) to direct the garbage contractors to transport segregated waste to the identified new landfill sites. The zonal commissioners have also been directed to identify seven more sites for landfills, take up site inspection and get clearance from KSPCB, besides ensure bi-weekly collection of dry waste and transport the same to Mandur. The zonal commissioner have also been given the responsibility of identifying land for setting up 28 segregation and wet waste processing units and 198 dry waste collection centres.

The Additional Commissioner (SWM) and Legal Advisor to Commissioner have been vested with the responsibility of preparing the draft amendment to section 431 of the KMC Act, 1976. This draft amendment will be later placed before the State Assembly for approval.

Towards making the Karnataka Compost Development Corporation operational, the Chief Engineer (SWM-2) and Joint Commissioner of Bommanahalli zone have been asked to get a letter from KCDC, besides making arrangements at KCDC at Singasandra, Kudlu village, to receive 100 tonnes of wet waste, the communiqué added.
