Employees are apparently annoyed with the government “messing up” procedures for annual transfers. Uneasiness prevails among employees, as the academic year has begun, and they have no clue about transfers.
This is the second time in a row the government has delayed the process, which should have been carried out between May 1 and June 10.
The government issued several GOs on transfers, but the process was put on hold on various counts, including MLC election code.
With the objective of transparency and bring down the corruption, the government overtly increased the role of District In-charge Ministers by appointing them as Chairmen of counselling committees. Till recently, Heads of Departments and institutions used to take up transfers in their respective departments.
The transfers used to be at district, zonal and State levels by respective heads of departments. Now, the powers and responsibilities are wrested with District Collectors and In-charge Ministers.
“Now a big question before us is, how a District Collector can effect transfers at zonal and State levels,” says Andhra Pradesh NGOs’ Association leader A. Vidya Sagar.
It may lead to chaos, as a Collector may transfer an employee to other districts (zonal level transfer or State level), but there may not be a post vacant there. The Collectors will have to do a mammoth exercise collating information from each department and institution in every district, he feels.
