Following its decision to carve out a no-layout zone under its jurisdiction, the AP Capital Region Development Authority (CRDA) has rejected more than 60 layout proposals.
The CRDA has, in principle, decided not to allow new layouts in agriculture plots. Restrictions are already in place in as many as 52 mandals in the capital region as against the 58 mandals notified under the CRDA. The restrictions, however, will not be applicable if the housing/real estate ventures are taken up within half-a-kilometre radius of the Grama Kantam (village habitation), sources say.
The Vijayawada Guntur Tenali Mangalagiri Urban Development Authority (VGTMUDA), which paved the way for the CRDA, had estimated more than 300 unauthorised layouts in its jurisdiction when the government had announced that the capital would be constructed between Krishna and Guntur districts. The UDA approved 476 layouts, including 319 layouts in Krishna district, 124 in Guntur city, 15 in Tenali and 18 in Mangalagiri.
Municipal Administration Minister P. Narayana, few months ago, had announced there were 111 layouts in Amaravati alone, followed by 44 in Thullur, 12 in Tadepalli and 11 in Mangalagiri.
The realtors have virtually converted green fields into plots overnight. The CRDA authorities, now, estimated that there were 829 unauthorised layouts in the capital region. Of this, more than 100 were demolished by them.
Ambiguity
Realtors, however, have highlighted the ambiguity in the system to avoid the CRDA axe. They point out that there was no tribunal to file their petition in the event a layout was identified as illegal. As long as the government does not constitute a tribunal, it will be a daunting task for the CRDA to remove unauthorised layouts, officials say.
But, the authority is making arrangements to appoint officers to oversee layouts. The region will be divided into eight zones, and a zonal officer will be appointed in each zone. The CRDA officials are “flooded with recommendations” from top honchos in Hyderabad to approve layouts.
