The State Human Rights Commission on Friday gave Paravur municipality an ultimatum against any further encroachment on the 19 cents owned by an 80-year-old widow.
A finding by Paravur tahsildar that the municipality had encroached on the land of Elamma Antony had led to the order by Commission chairman J.B. Koshy.
Revenue authorities who had come to measure the plot at the instance of the Commission had found that the three borders of the plot had been turned into concrete roads by the municipality. The additional tahsildar informed the Commission that the boundary stones could not be laid without demolishing the road, a release issued by the Commission said.
Besides, the woman’s neighbour had stopped her from constructing a compound wall despite a court direction in her favour. Mr. Koshy directed that none should stop her from building the wall and that police protection should be given if needed . The order stated that even if for public purposes, private land should not be acquired without the consent of the owner.
