Directive to inculcate sense of dignified conduct in police

The Principal of the Police Training College, Thiruvananthapuram, and the Director of the Kerala Police Academy, Thrissur, have been asked by the State Police Complaints Authority to take appropriate steps to ensure that the “police trainees are inculcated with a sense of dignified conduct giving a complete go by to invective and abusive language.”

The order was issued by the Authority chairperson K. Narayna Kurup in two separate complaints filed by K.A. Priyesh of Chalakkudi and Mohammed Fazal of Aluva against police officers abusing them by using filthy language.

While Mr. Priyesh approached the Authority against Haridas, the Sub Inspector of Police of Kollongode Police station, Palakkad, Mr. Fazal had petitioned against Nandakumar, Sub Inspector of Police, North Police station, Ernakulam, for showering abuses on them.

Passing the order, the chairperson issued directions to Commissioners of Police and Superintends of Police to show cause why the “observations contained in the Authority’s order shall not be made absolute within one month.” He also stated that the officials were at liberty to file written statements, which shall be considered by the Authority while passing the final orders.

The Authority chairman observed that “over the years, police (mostly up to the level of CI) have earned a notoriety for the artillery of filthy and foul language they hurl at their victims for no reason or for any reason wounding the self-esteem and prestige of individuals concerned.”

Justice Kurup further observed that “nothing rankles more in the human heart than a brooding sense of injustice, indignity and helplessness.” The “humane and dignified conduct of the police which includes use of language with moderation, reserve and sobriety is perhaps the most pressing need of the day,” the order said.
