The State government is said to be actively examining a proposal to announce the Pay Revision Commission (PRC), the first after the formation of Telangana State, with a mandate to submit its report within few months.
The development assumes significance as the Chief Minister is reportedly not happy with the normal course wherein the pay commissions would take more than a year to finalise their recommendations and thereby, delaying the benefits that are due to the staff. Mr. Rao is firm that the PRC should be mandated to give its report within three to four months and the time frame within which the report to be submitted should be incorporated in the terms of reference of the new pay commission.
An announcement in this regard is likely to be made by Chief Minister K. Chandrasekhar Rao after his proposed meeting with the representatives of the Employees, Teachers, RTC unions on Wednesday. The constitution of the PRC along with the terms of reference is likely to be announced on June 2, coinciding with the State formation day.
Senior officials said if the PRC was given three to four months time, it would pave the way for implementation of its recommendations relating to the pay fixation of the employees at different levels considered by the government before the year-end.
The development follows an elaborate exercise undertaken by the government through the constitution of the committee of Ministers headed by Finance Minister Eatala Rajender.
The Ministers committee had examined the issues raised by the employees, teachers and other sections during the meetings convened in the first week. The scope of the committee was subsequently expanded to examine the issues raised by the RTC unions too and inclusion of Transport Minister P. Mahender Reddy as a member in the panel. The panel held discussions with the RTC unions and took into consideration their demands too.
Accordingly, the Chief Minister is likely to hold a detailed review on the issues highlighted by the employees with Chief Secretary S.K. Joshi and his team of officials, including Finance principal secretary K. Ramakrishna Rao, ahead of his meeting with the representatives of the staff unions on Wednesday.
