Stalemate over teachers’ transfer may end soon

Rule of ‘same subject’ for mutual transfers was a stumbling block

The stalemate over the transfer of teachers of Telangana origin working in Andhra Pradesh appears to be heading for a resolution.

The issue will figure at the meeting of the senior officials of both the States to be held here on July 5. The meeting is expected to discuss about the transfer of secondary grade teachers, school assistants and lecturers with nativity in one state and working in the neighbouring State.

Though a major chunk of employees were successfully bifurcated between the two States, bifurcation of teachers, however, did not take place due to the existing rules.

Rules mandate that mutual transfer of employees is allowed in the same cadre and it will be same subject of teaching when it comes to teachers.

For instance, if a mathematics teacher working in Andhra Pradesh wants to move to Telangana, a teacher teaching the same subject should go to AP from Telangana on mutual agreement. The clause, according to sources, had turned into a stumbling block in transferring teachers. “We have decided to adopt a flexible stand on mutual transfer of secondary grade teachers without insisting on the subject,” a senior official told The Hindu .

The Telangana government is hopeful that the government of the neighbouring State would also take a liberal view on the issue after the high-level meeting expected to be attended by senior officials L. Premchandra Reddy and Adityanath Das on behalf of AP and K. Ramakrishna Rao and Vijay Kumar representing Telangana.

The transfer of lecturers, however, is likely to take some more time as the two States are yet to finalise their respective course on the issue. “Andhra Pradesh government is insisting that transfers should be subject specific for lecturers as it involves specialisation in the subject,” the official said.
