The precise details of when the new High Court for Andhra Pradesh at Amaravathi will begin and location of its premises are yet to emerge even as the President on Wednesday notified constitution of separate HCs for the two Telugu States from the coming new year day.
Welcoming creation of separate HC for Telangana and describing it as the long-cherished dream of the State’s people, Telangana High Court Advocates Association president C. Damoder Reddy said the Supreme Court collegium ‘is likely to decide’ upon the precise details.
Allocation of staff
“We already represented to President Ram Nath Kovind during his recent visit to Hyderabad to ensure justice was done to employees working in Hyderabad High Court hailing from Telangana in their division between the two HCs,” he said.
Lawyers said there were different possibilities and options. One of the options is operation of both the newly constituted HCs from the present Hyderabad HC building till the full-fledged HC building at Amaravathi was completed. The Andhra Pradesh government already expressed its readiness to start the new HC from a temporary building and the proposed ‘Justice City’ with dedicated HC halls, quarters for judges and other staff would be ready in a few months.
Allocation of employees working in the Hyderabad HC to the newly formed HCs would be completed at the earliest. Once the allocation process was over and the logistics of shifting files and other documents was completed, the new HC at Amaravathi would start functioning, sources in the HC said.
The calender for year 2019 posted on Hyderabad HC official website showed January 1 as a holiday. The Sankranthi vacation is from January 7 to 18 (inclusive of both days). Practically, from January 1 to 18, the HC would hear petitions only from January 2 to 5. “By making some changes and adjusting the holidays, the logistics related to starting the new HC can be done during the vacation,” the sources said.
Another notification with precise details of the timing, allocation of employees, arrangements and shifting of files and other documents would be issued soon, it was said.
