The Telangana Government will taken up free registration of all land transactions done as ‘sada bainamas’ (on plain papers) till June 2, 2014, up to an extent of five acres or two hectares, and issue title deeds free of cost from June 2 to 10.
The decision was taken by Chief Minister K. Chandrasekhar Rao at the District Collectors conference held here on Monday. He directed the District Collectors and Revenue Department officials to computerise the details of all such registrations done during the period.

It would be done across the State in rural areas, except in the limits of Hyderabad Metropolitan Development Authority (HMDA), Kakatiya Urban Development Authority (KUDA) and other municipal areas. He warned of serious action against those resorting to corruption or negligence in the matter of lands.
Further, he instructed them to resolve all land disputes in the State and rectify the land records since most of the assigned lands were already encroached upon. The encroached assigned lands should be retrieved and handed back to the beneficiaries or be resumed by the government, he stated. About 25 lakh acres was assigned to the poor in the State so far but most of it was not in the possession of actual beneficiaries. Most of the lands were under the control of others and some extent was not cultivable too since assignment of lands was not done scientifically, the Chief Minister remarked.
He directed the officials of collect complete information about the assigned lands by June 30 including whether it was in the possession of beneficiaries, whether it was being cultivated, location of the land and others.
Time frame
Taking a serious view on corruption even for title transfer of hereditary lands after mutation, the Chief Minister said such transfers should be done within 10 days and the details of changes effected should be sent to Collectorates the next day. Title change of any type of land should be done within 15 days of sale and registration and the details should reach Collectorates on the 16{+t}{+h}day.
“It’s officials’ duty”
Asking the Collectors to give the special responsibility of overseeing such an exercise, the Chief Minister said: It’s the officials’ duty to create awareness among those who are not informed about the process and illiterates and objections, if any, should be intimated to applicants at the time of submitting papers itself.”
Mr. Chandrasekhar Rao said mutation should be done without demanding money (as bribe).
