The Revenue Department is confident of launching the full-fledged operations of the Dharani portal, conceived as one stop shop for all land transactions across the State, soon.
“Work has been completed at the State headquarters level as we are almost through with printing of passbooks rectifying errors like photo mismatches and wrong entries,” a senior official said. Though it was programmed to launch the portal by June 2, coinciding with the State Formation Day, Dharani could not be launched due to numerous technical glitches. The official traced the technical issues to the capacity of the existing network which was tuned to handle around 4,000 registrations and close to 1,000 mutations on daily basis.
But the load on the network increased manifold as the number of transactions rose to few lakhs on a daily basis ever since the government announced the process for land record updation. As a result, the servers could not cope up with the rush as registrations are reported from a majority of the 586 mandals across the State.
Faced with delays in operationalisation of the portal, Chief Secretary S.K. Joshi is understood to have asked the executing agency IL&FS to enhance the network speed, currently pegged at 12 mbps, so that updation of details of pattadar passbooks gathers pace and the portal is put into use at the earliest. In addition, teams of the BSNL and Telangana State Technology Services had been sent on field visits to understand the difficulties faced in uploading the data at the grass root level.
The department had intensified efforts to rectify the mistakes in the pattadar passbooks like mismatch of photographs and wrong names and land extent. Accordingly, over 4.5 lakh pattadar passbooks in which these mismatches had been noticed had been reprinted and would be sent to the respective mandals in a day or two.
The department is hopeful that the load on servers would ease in the coming days as there was gradual decline in the number of transactions. The department was, however, firm that verification of the digital signatures through multiple logins would continue as it has been introduced to ensure that “employees do not take the process of record updation for granted”. “This has been put in place to see that accountability is fixed at all levels,” the official said.
The dept. had ensured that registration of land transactions continued without any hitches by utilising the existing network of the computer-aided registration of documents (CARD) system. Registrations would soon be shifted to Dharani after the formal launch.
