The Centre has given in principle approval for establishing a new All India Institute of Medical Sciences in Telangana.
In a letter sent to the State government, the Centre directed the officials to identify land for AIIMS. Since issues relating to land acquisition are a major cause for time and cost overrun in most of the proposals, the officials were asked to secure land free from all encumbrances. The Expenditure Finance Committee proposal should be sent only after the land has been taken over by Centre and detailed project report (DPR) based on the land taken over was ready, a letter of the Department of Expenditure of the Ministry of Finance stated.
The DPR based on the land allocated may be prepared by a reputed agency and submitted along with the proposal.
A comparison of cost incurred in the recently established AIIMS and the cost proposed to be incurred on new AIIMS to be established in Telangana may be provided with the proposal along with facilities proposed in such new AIIMS and facilities proposed at new AIIMS in Telangana.
Turnkey EPC contract model should be adopted for execution of the project to ensure high quality construction and timely completion, it said.
